Be it remembered that the Common Council of the City of South Bend met in regular session in the Council Chambers, City Hall, Monday, July 28th, 1941, at 8 :41 P.M. with all members present except Gouncilman Richardson. Vice - president Hull presided. COMMUNICATION A communication from (Mrs) Lyla Maye Crosby Coffman, 415 E. Victoria St.,wa3 read. A motion by councilman Pulaski and seconded by Councilman McCarthy that this communid ation be ref4RRAA to the Board of Works. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend; July 28th, 1941 Your Committee of the Whole to whom was referred "An ordinance amending Ordinance 2331 ". Respectfully report that they have examined the matter and that in their opinion this ordinance be reported to the council favorably. Leo M. Jordan, ghairman Councilman Neizgodski made a motion to accept the report, motion seconded by Councilman Heideman. Motion passed. Your Committee of the Whole to whom was referred "An ordinance to regulate, and license the sale, and distribution of foods; to regulate the health of those engaged therein; the issuance of permits therefore; defining certain terms; and providing penalities for violations thereof; Respectfullyreport that they have examined the matter and that in their opinion this ordinance be returned to the ordinance committee for revision and further consideration. Leo M. Jordan, Chairman A motion by Councilman Heideman that this report be accepted was seconded by Councilman McCarthy. Motion Passed. ORDINANCE NO. 3379 AN ORDINANCE AMENDINGORDINANCE NO. 2331 (Ruskin & Harriet Place) This ordinance was given third reading and was passed by roll call vote of 8 ayes - 0 nayes - 1 absent. Motion carried. ORDINANCE AN ORDINANCE ANNEXING CONTIGUOUS TERRITORY TO THE CITY OF SOUTH BEND, IND. (Robinhood Lane & Garland Rd.) - This ordinance was.given..first and second reading. Councilman McCarthy made a motion to refer this ordinance to the Committee of��the i1hole. Councilman Pulaski.second the motion. Motion carried. ORDINANCE NO. 3380 AN ORDINANCE AUTHORIZING THE APPRAISAL AND SALE OF CERTAIN BARRETT LAW BOND AND-COUPONS AND THE INTEREST OF THE CITY WITH RESPECT THE2ETO ISSUED BY SAID CITY IN CONNECTION WITH IMPROVEMENT BONDS NOS. 1530, 12301 12330 1280, 1397, 1480, 1505, and 1466. This ordinance was given first reading by title. On motion,' this: „ordinancar, *as"t*v6n its second reading by title. A motion made by Councilman Neizgodski for suspension of rules. `councilman Pulaski second the motion. Motion carried. Ordinance given third reading by title. This ordinance was given first and 0econd reading. Councilman Jordan made a motion to refer ordinance to Committee of the Whole. Second by Councilman Pulaski. Motion carried.
