REGULAR MEETING APRIL 14_ 1941 <br />Be it remembered that the Common Council of the City of South Bend met in regular session, Monday evening, April <br />14, 1941, at 7:38 P.M., with all members present. President Richardson presided. The reading of the minutes of <br />the former meeting waived. 1 <br />PETITION <br />Petition received from Carl J. Shipley request the rezoning of the following area: The area lying between Californ <br />Avenue south to Van Buren Street and westward from the east side of Blaine Avenue to the Michigan Central Railroad <br />on the west tracks to be changed from A residential to B residential area except that part which is now a light <br />industrial area or commercial and the changing of the entire area bounded by California on the north, Lincolnway <br />West on the south, and alley west of Cushing Street on the east and the Michigan Central Railroad on the west. be <br />changed from A height and area to B height and area rating except that part now a light industrial areaor commercia <br />for the aforementioned-reasons. <br />Councilman Niezgodski made a motion to refer the petition to the Zoning Board. Councilman Bishop seconded the <br />motion. Motion carried. <br />PETITION <br />To the City Council of the City of South Bend <br />Honorable Sirs: <br />We, the undersigned, respectfully request the changing of the m ning ordinance as to Lots 292, 293, 294, 324, 325, <br />326, 321, 322, 323, 291, 290 and 289 in Charles Weidler's Second Addition to the City of South Bend, from D. Height <br />and Area District.regulation and C use District to A. Height and Area District regulation and A use District. <br />6 Signers. <br />Councilman Pulaski made a motion to have the petition referred to the Zoning Board. Councilman Niezgodski seconded <br />the motion. Motion carried. <br />Dr4. Brother of the State Board of Health addressed the Council and proposed the appointment of a full -time Health <br />Officer to serve as County and City Health officer. Said appointment to be made by the County Commissioners and <br />the City Health Board. <br />Councilman Pulaski.made a motion to hold the matter in the Committee of gays and Means until definite data is pre- <br />sented. Councilman Niezgodski seconded the motion. Motion carried. <br />ORDINANCE NO. 3364 <br />AN ORDINANCE APPROVING A CONTRACT MADE AND ENTERED INTO BY THE BOARD <br />OF WATER WORKS TRUSTEES OF THE CITY OF SOUTH BEND, INDIANA. <br />(R.C.Larkin Co., for one Lorain Model "40 -A" Combination Dragline and <br />Clamshell machine) <br />This ordinance was given first and-second reading. Councilman Niezgodski made a motion for the suspension of the <br />rul -es. Councilman,Brannan seconded the motion. motion carried.by a roll call vote of 9 ayes - 0 nays. The ordin- <br />ance was given third reading and passed by a roll call vote of 9 ayes - 0 nays. <br />At this time, President Richardson stated-that if there was no objection, the Sewers and drains Committee should <br />work with Mr. Cain and the Board of Water Ifforks.Trustees in the matter of the contemplated purchase of the machine <br />mentioned in the above ordinance. No objections were voiced. <br />ORDINANCE <br />t <br />AN ORDINANCE REGULATING AND LICENSING AMUSEMENT PARKS AND PROVIDING <br />A PENALTY FOR VIOLATION THEREOF. <br />The ordinance was given first and second reading. Councilman Hull made a motion that the ordinance be referred to <br />the Committee of the 'Whole.. Councilman Pulaski seconded the motion.
