Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chambers, City Hall, Monday, February 24, 1941. Councilmen McCarthy and Brannan were absent. President Richardson presided. Upon request the Clerk read the minutes of the Special meeting of February 14, 1941. Upon unanimous approval, the minutes were approved as read. REPORT OF THE COMMITTEE OF THE WHOLE FEB. 24, 1941 To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An ordinance amending Ordinance #2979 with reference to rate of fare for taxicabs" Respectfully report that they have examined the matter and that in their opinion this ordinance shall be referred to the Council favorably. LEO M. JORDAN, Chairman Councilman Hull made a motion to accept the report. Councilman Pulaski seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE FEB. 24, 1941 To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An ordinance approving and ratifying two contracts made and enteret into on behalf of the City of South Bend, Indiana, by the Board of Public Works and Safety of said City "' Respectfully report that they have examined the matter and that in their opinion this ordinance shall be referred to the Council favorably. REPORT OF THE COMMITTEE OF THE WHOLE FEB. 24, 1941 To the Common Council of the City of South Bend: Your Committee of the Whole to whom was referred "An ordinance defining and providing for the regulation and licens- ing of tourist courts, automobile tourist courts,._ combined automobile tourist courts and tourist courts, single cottages, connected cottages and house cars; providing for the location within the corporate of the City of South Bend, Indiana; defining certain terms; providing penalties for the violation of this ordinance; providing saving clause and repealing all ordinances in conflict herewith " - Respectfully report that they have examined the matter and that in their opinion the ordinance as amended shall be placed before the Council in place of original ordinance. .Ordinance as amended shall go to Council favorably. REPORT OF WATER WOOS DEPARTMENT February 24, 1941 TO THE MEMBERS OF THE COMMON COUNCIL: Gentlemen: Motion carried. On the 10th of February, 1941, a petition for a water main extension on Kenmore Street, from Western Avenue south to Huron Street, was submitted to the council. This petition, first referred to the Board of Public Works 'and Safety, has been brought to the attention of the Board of Water Trustees. The study of the Street upon which main extension is requested shows that the number of users who .might connect with the proposed extension, is less than 50% as great as that number required under Order 7453 of the Public Service Commission of Indiana,`providing for free extension. It is therefore impossible that this extension be made without a special deposit on the part of the occupants of the houses of the Street. The estimated cost of the water main extension, under the terms of the petition, will be $1038.11. The maximum credit which can be given to the six potential users under the rules and regulations of the Water Department is $300.00. Any further information concerning the requirements and deposits for main extensions, can be obtained from the Supe intendent of the Water Works. REPORT OF CITY TRAFFIC ENGINEER Honorable Common Council of the City of South Bend South Bend, Indiana Gentlemen: Feb. 24 -1941 Re: Appearance of Mr. C. J. Shipley, Bendix Local No. 9, before the Common Council February 10th, 1941 in regard to mass transportation facilities for Bendix employees living in the vicinity of Lincolnway West, and in regard to parking facilities in the vicinity of the Bendix plant. In talking to Mr. Shipley, he informs me that he is interested in the following: (1) Obtaining adequate bus service for Bendix employees living in the vicinity of Lincolnway West. (2) The possibility of again allowing angle parking in the vicinity of the Bendix plant. (3) Obtaining more off- street parking facilities in the vicinity of the Bendix plant, namely, on the vacant property
