Miller <br />A motion by Councilman Hull that this communication go the City Plan Commission was seconded by Councilman Pulaski. <br />Motion carried. <br />PETITION <br />Sept. 10,1940 <br />Mrs. Marie Nelson <br />Secretary, Common Council of the City of South Bend, Ind. <br />City Hall <br />South Bend, Indiana <br />Dear Madame: <br />Pursuant to a resolution adopted by a committee of civic leaders and representative citizens in meeting assembled <br />on the evening of Thursday September 5, 1940 called together by the Portage Township Trustee, Alex Langel, the <br />undersigned has been requested to file the enclosed petition with the Common Council of 'youth Bend, which petition <br />signed by more than twenty -five residents of this city asserts fot the functioning of a housing authority in South <br />Bend and requests the council by the adoption of an appropriate resolution to so declare and to promptly notify the <br />mayor of such adoption. <br />As secretary of the common council, kindly note the filing of this petition and notify that bod °:y of its pendancy <br />by the reading of said petition at the next regular meeting of the council. <br />Very truly yours <br />J. Chester Allen <br />TO THE COMMON COUNCIL OF THE PETITION TO THE COMMON COUNCIL TO DECLARE <br />CITY OF SOUTH BEND, INKIM THE NEED OF THE HOUSING AUTHORITY IN THE <br />CITY OF SOUTH BEND, INDTxA.NA. <br />WHEREAS, there now exists a shortage of safe or sanitary accommodations in the city of South Bend, Indiana availab7 <br />to persons of low income at rentals they can afford. And <br />WHEREAS, there is a shortage of houses suitable for human habitation in the city of South Bend, Indiana in eompari- <br />sion with the number of families needing and demanding homes. And <br />WHEREAS, there are no*aa;,carge number of families living in houses in the city of South Bend., Indiana that are <br />unsanitary and are detrimental to the safety, health and morals. And <br />WHEREAS, there are a large number of houses occupied today by more than one family which has caused overcrowded <br />conditions and said houses are not decent, safe or sanitary dwellings. And <br />WHEREAS, private individuals and private capital have not seen fit and are not constructing a sufficient number of <br />houses so as to relieve this overcrowded and unsanitary condition prevailing in the City of south Bend, Indiana, <br />Now we, the undersigned residents of the city of ''outh Bend, Indiana, hereby petition your honorable body to adopt <br />a resolution declaring that there is a need for a housing authority in the city of South Bend, Indiana due to the <br />fact that <br />A. Insanitary and unsafe inhabited dwelling »accommodations exist in said city. .0 <br />B. Seconded by Neizgodski. <br />Motion carried. <br />TO THE SOUTH BEND CITY COUNCIL: <br />Realizing the necessity and importance of a Housing Program in South Bend and the need of a Local Housing Authoriti. <br />and in order to fulfill the mandate of our recent International Convention, we are submitting herewith Resolution, <br />relative to endorsement of Senate Bill 591, which was unanimously adopted by that body, same being self- explanator; <br />WHEREAS: In the industrial cities of the country where autombblt workers,live there is an existing shortage of <br />standard low rent housing; and <br />WHEREAS: Many of our members at present living in houses which are not fit for human habitation in this twentieth <br />century; and <br />WHEREAS: The building of low rent homes constitutes one of the best methods of relieving.unployment both in the <br />building industry and in supplying industries where many of our workers are employed; and <br />WHEREAS: The effect upon the lives of the thousands of citizens already rehoused by the United States Housing <br />.4e1thority Ux Uebiiic 7.ly good and worth the cost of maintening, low rents; therefore, be it <br />RESOLVED: That the International Union, United Automiblie Workers of America, C.I.O., endoreses the present prograr <br />Inaugrated by the United States Housing Authority for building low rent housing and urges all affiliated local <br />unions to give their local public housing programs their support. And be it further <br />
