175 <br />Be it remembered that the Common Council of the City of South Bend met in regular session in the Council Chambers, <br />City Hall, Monday, January 8, 1940. Councilman Hull was absent. President McCarthy called the meeting to order <br />and requested Mayor Pavey to take charge of the meeting for the election of officers. <br />Mayor Pavey expressed his appreciation to the members of the Council for the cooperation given during the year past. <br />Mayor Pavey asked for nominations for the offices of President and Vice - President. Councilman Richardson made a <br />motion that the officers of the previous year be retained.for the year 1940. Councilman Brannon seconded the <br />motion. Motion carried by 8 ayes - 0 nays - 1 absent. President McCarthy presided over the balance of the meeting. <br />Nominations were asked for the Chairman of the Finance Committee. Councilman Bishop nominated Mayor Pavey to the <br />Chairmanship. Councilman Pulaski seconded the motion. Nominations closed. Mayor Pavey unanimously voted as the <br />Chairman of the Finance Uommittee. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />Your Committee of the Whole to whom was referred the "BICYCLE REGISTRATION ORDINANCE "' <br />Respectfully report that they have examined the matter and that in their opinion the Ordinance shall be referred to <br />the Council favorably. <br />Councilman Brannon made a motion that the report be accepted. Motion <br />carried. <br />ORDINANCE NO. 3312' <br />BICYCLE REGISTRATION ORDINANCE (as amended) <br />AN ORDINANCE LICENSING AND PROVIDING FOR AND REQUIRING REGISTRATION OF BICYCLES BY THE <br />OWNERS THEREOF IN THE CITY OF SOUTH BEND, AND REGULATING THE RIDING AND OPERATING OF <br />SUCH BICYCLES, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND PROVIDING FOR.THE <br />REPEAL OF CERTAIN ORDINANCES INCONSISTENT HEREWITH. <br />This ordinance was given third reading by title and passed by a written vote of 7 ayes - 1 nay (Councilman Pulaski) <br />and 1 absent. <br />It was suggested by the City Attorney that the Council authorize the publication of the above ordinance in a <br />pamphlet form. Councilman Bishop made'a motion that the City Clerk be authorized to have 10,000 pamphlets of the <br />Bicycle Registration Ordinance printed. Councilman Niezgodski seconded the motion. Motion carried. <br />Councilman Richardson asked that a hearing one given to parties interested in the labor phase of the garbage contract <br />After a discussion between the representatives.of the union and the holders of the contract, Councilman Brannon <br />made a motion that the Council shall receive a report of the meeting of the representatives of the union and the <br />holders of the garbage contract at the next regular meeting of the Council January 22nd.
