Motion carried. <br />TO THE PRESIDENT OF -THE SOUTH BEND CITY COUNCIL: <br />Resolution adopted by the 5th District Civic & Democratic Club, in meting June.13th, 1939. <br />Whereas, we, the entire membership of the 9th District Civic & Democratic Club, feel that <br />Mayor Jess I. Pavey and his administration should. be complimented and encouraged in their.attempi <br />to re- organize end establish in South Bend. P modern and efficient police force, and <br />Whereas, it has come to our Pttention through the local newspPper that certain people have been <br />critical of the attempts of Mayor PPv ey Pnd his administration to re- organize the police divisic <br />so Ps to promote honest Pnd efficient law enforcement in our city, and <br />Whereas, certain self - styled groups, for selfish reasons, have threatened to bring legal Fction <br />for the purpose of attempting to remove Chief Ingram from office, therefor (- <br />BE IT RESOLVED, by the 5th District Civic & DemocrPtic Club, that Mayor Pavey and his edminis- <br />tration be commended for hiring Chief Ingram, P non - partisan, Pe Chief of our Police Department <br />for the purpose of re- prganizing Pnd. modernizing the local Police Department and promoting <br />efficient Pnd honest l,pw enforcement in the city of South Bend., and <br />BE IT FURTHER RESOLVED that the President of our organization be instructed to send P.copy of <br />this resolution to the Honorable Mayor, the South Bend City Council Pnd to the Board of SPfety <br />of the jOity of South Bend. <br />BOARD OF-DIRECTORS <br />Joe B?log <br />CHAIRMAN <br />F. Schock arpenred before the Council and presented the following request: <br />TO THE HONORABLE M"_!! !ERS OF THE COMITON COUNCIL <br />CITY OF SOUTH BEND <br />Gentlemen: <br />Supplementing a verbal request mode to your honorable body several weeks ago for the removn.l of <br />the City Court Pnd its necessary Pdjuncts to the city council chamber Pnd the space formerly <br />occupied by the South Bend Park top-rd, it is the desire of the undersigned to hereby make a <br />formal request for the use of the chambers of the Common Council as outlined in the verbal <br />request mede here tofore Pnd pursuant to conversations relative thereto with various members of <br />the Common Council, including its officers. <br />It is the desire of the undersigned to effect such removal and occupancy at the ePrliest possibl <br />moment consistent with the use by the Common Council and with the following niterations or <br />physical improvements: <br />The elevation of that part of the rostrum now occupied. by the presiding officer of the <br />City Council to facilitpte the use thereof for the court's bench. <br />A reil to be erected P1ong the east wall within the council's sPnctum to house city <br />court prisoners during city court sessions. <br />The placing of an Pttorneys' tPble now used in city court before such rostrum and the <br />use of fourteen chPirs in such space between the rostrum and the desks of the members <br />of the Common Council. <br />
