:MINUTES <br />Be it remembered that the Common Council met in the Council Chambers in the City Hall, Monday <br />evening, March 13, at the hour of 7 :35 P.M. All members were present excerpt Councilman Hull. <br />President McCarthy presided. The reading of the minutes was suspended. <br />PETITION <br />February 20, 1939 <br />South Bend, Indiana <br />TO THE C01,'VON COUNCIL OF THE CITY OF SOUTH BEND <br />Dear Sirs: <br />The undersigned is the agent for Lot #8 in Baker & ?McHenry's ad- iti_on to South Bend, <br />which lot is now zoned A height and area district and B residential. <br />I am also agent for all the vacant lots in this addition. <br />I respectfully request that said Lot #48 be rezoned, and classified as Light Industrial <br />so as to conform to the adjoining lots 49, 50 and 51, in the above described. addition. <br />W. Motion carried. <br />PETITION <br />I <br />We the under - signed petition the Board of Safety of the City of South Bend, State of Indi ana., <br />to replace the traffic - signal at the intersection of Miami Street and Ewing Avenue. <br />(Petition signed by 186 persons) <br />It was agreed Q table this petition until the next Council meeting. <br />REPORT OF THE COIMITTEE OF THE WHOLE: <br />To the Common Council of the City of South Bend: <br />Your Committee of the 'Thole to whom was referred an ordinance requiring the Grand Trunk Railway <br />Company -arid the New York Central Railway Company to place, k eep and maintain a flagman at the <br />Walnut and Ford Street crossings; and providing; for penalty, recommends that this petition be <br />referred to the Grievance Committee. <br />Councilman Richardson motioned that the report be accepted. Councilman Niezgodski seconded the <br />motion. Motion carried. <br />R E S O L U T I O N <br />TR ^,YSFERRING THE SUM OF x'2120 FROM THE CONTING370Y FUND IN THE CITY GENERAL FUND TO CLERY HIRE <br />AND OFFICE SUPPLIES IN THE CITY TREASU 7R' S OFFICE. <br />WHEREAS the City of South Bend is holding cash amounting to $067,575 in its Barrett Law account, <br />interest on whidi is costing the City of South Bend some $540 per week, and <br />WHEREAS the Supreme Court has handed down its decision as to themethod by which this money may <br />lawfully be paid out, and- <br />WHEREAS to nay this money out according to the method prescribed. by.the Supreme Court and stop <br />this terrific interest expense will require a large amount of extra clerk hire and some printed <br />forms and stationery. <br />NOW THEREFORE BA IT RESOLVED by the Common Council of •the City of South Bend that there be and <br />is hereby set aside and transferred out of the Contingency fund already appropriated in the <br />South Bend General. Fund the following amounts to the accounts as hereinafter specified: <br />To Clerk Hire in City Treasurer's Office, to cover six clerks at $80per month <br />for four months $1920 <br />To OfficeSuppliec in City Treasurer's Office 200 <br />WHEREAS an emergency exists the provisions of this Resolution shall be in full f orceand in effec <br />immediately upon its passage by the Common Council. <br />Dated at South Bend, Indiana., this 13th day .of March, 1939. <br />(Signed) Clem Niez godski <br />Member of Common Council <br />Councilman Richardson made a motion that the Resolution be amended to read' "Transferring the <br />sum of 8500 from the Contingency Fund in the City General Fund. to Clerk Hire in the City <br />Treasurers office". Councilman Niezpadski seconded the motion. Motion carried. <br />Councilman Bishop made a motion that the Resolution be adopted as amended. Councilman. Richardvo <br />seconded the motion. Motion carried. <br />Councilman Nie zgodski made a motion that resolutions for consideration by the Common Counc ilmust <br />be presented a week prei.ous to the date of the Council meeting. Councilman Richardson s onded <br />the motion. Motion adopted. It was agreed that in the case of emergency,resolut-TION woU_ e <br />accented 24 hours previous to Council meeting. <br />R E S O L U T I O N <br />RESOLUTION FOR A $150, 000, OOO WPA APPROPRIATION BY APRIL. <br />WHEREAS: This City Council, on Jan. 16, 1939, passed a res=olution by which we went on record <br />."urging our Congressmen to support a larger and adequate WPA appropriation", and <br />WHEREAS: Since that time Congress has passed the inadequate appropriation which was x;150,000,00 <br />less than the amount asked for by our President, and <br />"WHEREAS: As a result of this action by Congress 1200 South Bend TPA workers will lose their job <br />unless this needed $150,000,000 is api�-,ropriated by Congress before April in order to <br />
