<br />the commencement of construction.
<br />3. Notwithstanding any other provision of t.-..is Offer, or of the said Terms end. Conditions
<br />the United States of America shall be under no obligation to make any peyment or payments on
<br />account of the grant unless, prior to November 14, 1938, the Applicant shall hs.ve e:steblished
<br />to the setisf =ction of the Administrator that there will be completed contemporaneously with
<br />the completion of the Project (or substentielly so) all such sewers cs are to be constructed
<br />to bring sewage to the sewage t reetment works but are not included in the scope of the Project;
<br />4. This Offer is made subject to the express condition tht, if the Administrator shall.
