Motion carried. <br />REPORT: <br />C I T Y O F S.O U T H B E N D I N D I A N A <br />BUILDING =I1,AISSIONER <br />May 20, 1938 <br />To The Qommon Council <br />City of South Bend, Indiana <br />GENTLEMEN: <br />This department wishes to report on the matter of the smoke problem in the vicinity of' the U.S.' <br />Gypsum plant concerning which a petition was filed with you on April 25 and referred to this <br />depart-.ment . <br />We have made observations on the conditions existing at end about the plant in question to <br />determine the amount end source of the smoke. The Gypsum plant has four stacks, three of which <br />periodically emit dense smoke for periods of greater duretion then is permitted by the ord- <br />inance. The two larger of these stacks serve steam boilers which are not both in opere,tion <br />at the same time, one being P stand -by for the other. The stend -by boiler is used only when <br />the main boiler is being repaired. The mein boiler is equipped with a stoker end produces <br />smoke only when the fire is.cl.eened which is once during each shift. The stand-by boiler <br />has been in use in recent weeks because of repairs to the other end a considerable amount <br />of smoke hes_b�en in evidence but the stoker -fired boiler has now been put back into use. <br />One of the smaller stacks serves only an oil burner and causes no appreciable smoke. The f our t <br />stack serves an asphalt kettle under which some roofing scraps ere burned. They have promised <br />to remedy this condition by changing the method of firing. Y <br />All of these stacks pre about 75 feet high and the smoke diffuses at an elevation which avoids <br />offense at ground level except Pt times of heavy atmospheric conditions. There is constantly <br />a n odor of asphelt in the vicinity of this plent which does not arise from the stacks. This <br />odor gives the impression of smoke even *hen no.smoke is present. <br />In addition to smoke from the plant of the Gypsum Co., locomotives in the switching yards of <br />the PenneylvnniP R.R. Co. give off perhaps even more smoke throughout the day than the stacks <br />of the plant. The smoke from the locomotives is put out nt e lower elevation and quite gener- <br />ally diffuses Pt or near ground level. I have taken this me,tter up with the R. R. Company <br />end have received their promisF to remedy this condition. <br />We will continue to make observations on the smoke conditions in that locality end stay with <br />it until improvement is mede. <br />Yours truly <br />D. Motion curried. <br />REPORT: <br />City Cemetery Department report for the month of April, 193E was reed. <br />Councilman Fish moved that said be placed on file. Councilmen Rasmussen seconded the motion. <br />Motion carried <br />ORDINANCE NO. 324 <br />An Ordinance changing the use districts as to certain lots in Kirby's Subdivision. <br />The ordinance wPs given its first reading by title, its second reading in full end on motion <br />of Councilmen Chembers the rules were suspended by the following vote: Hull, Goetz, Bierwegen <br />James, Ke rner, Fish, Chambers Pnd Rasmussen. Rules suspended and the ordinance goes to third <br />reading. <br />The ordinance was given its third reading by title and was placed upon its pa.ssa.we end pe.ssed <br />by the following vote: Hull, Goetz, BierwF"n, James, Kerner, Fish, Chambers and Rasmussen. <br />9 ayes. Ordinance Pdopted. <br />There being no further business Councilman Rasmussen moved to adjourn. Councilman Kerner <br />seconded the motion. Motion carried. Council Pdjourned at 7:50 P.
