J l—(3_ <br />ORDINANCE NO. � <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, AMENDING VARIOUS SECTIONS OF CHAPTER 14, ARTICLE 9, OF THE <br />SOUTH BEND MUNICIPAL CODE ADDRESSING THE <br />COMMUNITY CAMPUS ADVISORY COALITION (CCAC) <br />STATEMENT OF PURPOSE AND INTENT <br />The South Bend Common Council notes that on September 24, 2007, Ordinance No. 9785 -07 <br />passed Ordinance No. 9785 -07 which created a new Article in Chapter 14 of the South Bend <br />Municipal Code entitled "Regulations Addressing Special Events in Residentially Zoned Areas ". <br />The 2007 15 -page ordinance was the result of many meetings hosted by the Council's <br />Community Relations Committee which focused on several pro- active measures to help protect the <br />residents in residential neighborhoods and to help protect visitors who come to the City's residential <br />neighborhoods. It also included the review of many publications from the U.S. Department of <br />Education and other key publications addressing "unruly parties ", "house parties" "off- campus <br />parties where alcohol is present ", and other residential topics. <br />One of the components of that ordinance also included the formal establishments of a "town <br />and gown" group which would regularly meet in order to collaborate, share information related to <br />improving relations. in residential neighborhoods, as well as to keep the Common Council updated <br />and make advisory recommendations to the Council Members. It was noted that: <br />"By having a Community Campus Advisory Coalition meet on a regular <br />basis throughout the calendar year, we will gain insights, build strong <br />partnerships and have the opportunity to work together to see that the best <br />local legislation is in place which fits the needs of South Bend residents, South <br />Bend neighborhoods, and embraces our university and college neighbors ". <br />The Common Council notes that "in the interest of collaboration and information sharing ", <br />the CCAC is to provide updates to the Common Council's Community Relations Committee and the <br />Council's Residential Neighborhoods Committee on or before the V Monday of October, on or <br />before the 1" Monday of November, on or before March 1 S` and on or before June 1 S` <br />The Council further notes that the Community Campus Advisory Coalition is authorized, <br />pursuant to South Bend Municipal Code § 14 -60, to bring advisory recommendations to the <br />Common Council which are believed to be "...in the best interests of carrying out the public health <br />and safety intent and purposes" of South Bend Municipal Code § 14 -50, which provides that <br />reasonable regulations are needed to: <br />Protect the quality of life in residential neighborhood by controlling large parties or <br />gatherings <br />
