<br />Be it remembered th,c�t the Cormon Council of the City of South Bend, Indiana, met in the
<br />regular session in the Ca;nail Chambers of the City Hall, Mondey evening, November 22nd, 1937,
<br />;t the hour of 7;40 P.M. All members were present. President Fish presided. The minutes of
<br />the last meeting yes eprroved by the Council.

<br />speeker et its regular monthly meeting on December 7th, Mrs. Helen Duey Hoffman, n?tionally -re-
<br />cognized authority on hol.ising. The Executive Borrd of A.A.U.W. voted to open this meeting, to
<br />r few, invited guests especinlly interested in this subject. An inviteticn is extended to you

<br />I have investigated the need for an automatic traffic stop and go signal at -the intersection of
<br />Portege Avenue inhere it intersects with Angella. Boulev ~rd., Blaine Avenue wnd_ Diafflond .Avenue,
<br />as requested by residents in th ^t vicinity, through e petition presei)ted to the City Council,
<br />dated October 1�, 1937.
<br />I find after investigation that in spite of the approximately 2710 increase in vehi_cula.r traffic
<br />at this intersection since the improvement of Portage Avenue, there still is not r sufficient
<br />volume of traffic to wtl rrt the instnll^tion of an automatic traffic stop and go sign ^1, Th-e
<br />Tat rl volume of, vehiculrr traffic entering the intersection from, -,11 five; approeches i�verap�ec
<br />but ?06 vehicles per hour for the sverr-ge day.
<br />The accident experience at Chip. lop ;tior_ so far this Derr certrirly does not justify signrliza -,
<br />tion, es we have hpd but two property dnmrge collisions.

<br />is not the solution to the problem.
<br />Isolated. traffic signals in genern.l were designed to regulpte traffic nt intersections where
<br />the volume of tr ;ffic is so heavy that some sort of reguletion is absolutely necessrry for the
<br />safe mcvement of vehicles ?nd. pedestri'?ns using the intersection. That is, if vehiculhr trs.ffi
<br />for example on Port^,e Avenue wee so dense thpt motorists rrd redestri ;ns on the crops streets
<br />found it rr8cti.celly impossible to sxfeiv cross this Avenue after a rerscn =.ble wait, then of
<br />coarse some Dort of regulation would be necessary. At this loc,�tion, however, no such condi-
