MINUTES <br />Be it remembered that the Common Council of the City of Scath Bend, Indiana, met in the <br />regular session in the Council Chambers of the City Hall, Monday evening, March 22nd, 1937, <br />Pt the hour of 7;45 F. M. A11_ members were present except Councilmen Rasmussen. President <br />Fish presided. Councilmen Hull moved that the reading of the minutes for the lest meet ng <br />be dispensed with. Ccuncil-:-nan Bierwagen seconded the motion. Motion.crrried. <br />COMMUNICATIONS: <br />Card from Mrs. McNamare was read. Councilman Chambers moved ssid be piked on file. <br />Counci.lmnn James seconded the motion. Members of the City Council <br />O'outh Bend, Indiana. <br />Gentlemen: <br />The City of South Bend is badly in need of signs to properly inform the public of the <br />trnffi.c lows end regulations, that were set up in our recently enacted treffic ordinance. <br />Is you ell know, the parking regulation signs st the present time in the dowhtown dis- <br />trict of the city are very inadequate, end Ps our traffic ordinance specifies that signs shell <br />be erected giving notice of the regulations, it nordoubt will be impossible for the polka de <br />psrtmen.t to enforce the time limit regulstions unless additional signs are installed -. <br />We -re also very bedly in need of speed. limit signs to properly inform the public of <br />the speed limits in the city. These signs would. without question help to keep the speed of <br />motoris-ty under control. They- would also be most val.ueble from the standpoint of educating the <br />motorist Pnd.keepi_ng him from feeling that he wes unjustly arrested, because he did not know thai <br />he was traveling above the limit. If a person is arrested for traveling 40 or 45 miles per-hour <br />on a street that is well supplied. with 30 mile per hour signs, he certainly can not elibi.,that <br />he did not know the speed limit. <br />The question no doubt. gill arise, nc .to where the money is coming from to pay for then <br />signs. The proper place we believe to,eppropriate the money, weiild be from the money that hes <br />been collected in fines for treffic violations so far t�"is year. In January and February of <br />193G P total of $297 02 -wps collected in fines for traffic violations. In Januery and February <br />of 1937 8 total of 11,305.46 r =as collected in fines for tr -ffic vi_olntions, rr,Pking a totni of <br />$1,01.44 more collected in fines for the first two months of 1937, than wrs collected in the <br />first two months of 1936. T.he .amount collected so fa-r this year over and above that of 1936, <br />r ould.be more th?n enough to pey for-the above signs. <br />Very truly yours, <br />Ernest H.
