<br />RESOLUTION
<br />BE IT RESOLVED by the Common Council of the City of South Bend to regular meeting assembled
<br />that immediate consideration and action be given to ways and means of improving the transporta-
<br />tion service now being furnished the city of South Bend.
<br />WHEREAS, the Meyor and the members of the Boerd of 'forks have already designated certain
<br />streets to b e.r econditioned under a project which is now being approved by the Federal Govern-
<br />ment, and .
<br />WHEREAS, this project does not include all of the streets that have Street Car Track Right
<br />of Ways, it is the opinion of this Council that all streets having such Street Car Track Right
<br />of Weys be included in this project, and that ell Street Car Tracks on these streets be either
<br />removed, or allowed to remain and the Right of Ways be resurfaced to conform to the level of
<br />the streets, and that the Ncr thern Indiana Railway Compeny be asked to immediately apply for
<br />permission from the Public Service Commission. to discontinue the operation of their present
<br />Street Car System and operate in its plsce an all modern system of Bus Transportation.
<br />WHEREAS the Northern Indiana Railway Company is now serving only part of the City with
<br />Bus Transportation, with this change the City would be given a 100% Bus Service which is much
<br />needed at this time.
<br />FURTHER; many of the sections of this City that are not now being given proper transporta-
<br />tion service, will be benefited, end, also, those districts that in the future increase in
<br />populption could'-be easily served as the Bus,Service could be quickly extended to those district
<br />and
<br />FURTHER, with the elimination of the Street Car Tracks many traffic hazards would be immed-
<br />iately minimized, ie., mith Street Car Tracks in the middle of our streets all Street Cars are
<br />required to stop,Pt cross streets to load end unload passengers and these passengers must walk
<br />to and from the center of the street and the curb, thus exposing themselves to the danger of be-
<br />ing struck by other moving vehicles, and
<br />FURTHER, as Street Cars are waiting at cross streets to load end unload passengers, all
<br />other moving traffic is required to come to a ,stop and wait until the Street Car has started
<br />to move again, and, also, as Street Care make all turns on the Go (Green) Light ceusing all
<br />other moving traffic to halt, we have serious congestion on the busiest streets and corners I'M
<br />our downtown district.
<br />WHEREAS, with the elimination of Street'Cars by substituting a Bus Service these hazards
<br />would be eliminated, as the Buses would follow the lane of other traffic and when necessary to
<br />load and unload passengers would draw up to loading zones located on the curbs at each cross
<br />street to serve both for Bus and Taxi services, thus making it convenient for the psople of this
<br />City to use either Bus or Taxi service without exposing themselves to the hazerds of other mov-
<br />ing traffic.
<br />FURTHER another dangerous hezerd would -be eliminated by this proposed change, ie, the
<br />hazprd of sk'dding eutomobile�s and trucks caused by slippery rails and the wheels of autos and
<br />trucks dropring on the street car rails that Pre imbedded in raided pavements on either side of
<br />the rails thereby oftimes throwing an auto or truck out of the control of the driver end ceus-
<br />ing propertycbmage ps well as injury and possible death to persons.
<br />FURTHERS removal of the Street car System would also mean that in addition Pll the over-
<br />head trolley wires end poles end other appurtenances, which are at best unsightly and hpzardous
<br />to P certain extent, would also be removed.
<br />WHEREAS, this proposed plan of rehabilitation of our Street Car System in South Bend will
<br />necessarily effect the City of MishawakV, it therefore shall be
<br />FURTHER RESOLVED, that a joint Citizens Rehabilitation Committee consisting of s.t lenst
<br />twelve members be appointed as Follows; three members to be appointed by the Mayor of the City
<br />of South Bend, three rembers to be appointed by the Mayor of the City of Mishawakp, three member+
<br />to be appointed by the Directors of the South Bend Association of Commerce, and three members
<br />to be appointed by the Chamber of Commerce of the City of Mishawaka.. Said Committee to be call e�
<br />together as soon as possible by the Mayor of the City of South Bend for its first organization
<br />meeting a.nd to consider ways and means of meeting the situation as proposed in the foregoing
<br />resolution_, and to formulate plans to cooperate with officials of the Northern Indiana Railway
<br />Company and the Public Service Commission and other State and Federal Officials, thereby finding
<br />ways and meens of financing and further carrying out this plan of rehabilitating our transporta-
<br />tion system, the reconditioning of the City's streets, and aiding in the solution of our ever
<br />increrb ng traffic proble$.
