<br />Be it remembered that the'Common Council of the City of South Bend, Indiana, met in -the
<br />Special-Session in the Ccu ncil of the City Hall, Monday evening June lst, 1936, at the hour of
<br />8 :00 o'clock P. M. A117members were present except Councilmen Fish and Councilman James. Counei
<br />man Hull presided.

<br />OF THE CITY OF SOUTH -BEND, INDIANA:
<br />You are hereby - notified that under end by virtue of the authority by law vested in my Ps
<br />Mayor ,of the City of South Bend; of-the State of Indiana, a special meeting of the Common-Council
<br />of said City is hereby called to be held at the hour of 7:30 o'clock P. M. or a.s soon thereafter
<br />as convenient; on Monday evening June 1st, 1936, in the council Chambers in said City, for the
<br />purpose of considering the f --.11owing ordinance:
<br />"An Ordinance authorizing and permitting the Department of Publ is Parks to grant to
<br />the'Indiana and Michigan Electric Company the right to overflow two certain tracts of
<br />Real Estate situate in section 26, Township 39 north, Range 2, east, St. Joseph County
<br />Indiana, and to make conveyances therefor as provided by law."

<br />The report of the-cell for Special Meeting of.the Council was accepted by the Council and order-
<br />ed to be placed--'.on file. Motion carried.

<br />An Ordinance- sauthorizing and permitting the. Department of Public Parks to grant to the
<br />Indiana °and Michigan Electric Company the right to overflow- taro certain . tracts of -Real Estate

<br />The Ordinance was given its first reading by" °title, its second reading ft full and on motion
<br />of Councilmen Chambers the Rules were suspended by the following vote: Hull, Goetz, Bierwegen,
<br />Kerner, Chambers, Rasmussen and.Palieki. Ayes 7 Nays. Rules suspended end ordinance goes to
<br />third read -:ng.
<br />The Ordinance was-given its third reading by title:; and placed upon its passage and passed
<br />by the following vote: Hull; Goetz, Bierwagen, Kerner, Chambers, Rasmussen and Palicki. Ayes 7
<br />Nays 0. Ordinance adopted.

<br />TO- THE MEMBERS OF THE - SOUTH BEND CITY COUNCIL:
<br />Since 1922 the support of the League of-Women voters has been for the merit system in
<br />every,.brarch of government - Federal, State, and local.
<br />We Tish to commend the City Council upon its initial effort to place police and fire-
<br />men and- other -city-officials under such a merit system and t rust that this action shall be ratifi
<br />at an early meeting of your Council. Such public service must be safeguarded, and - efficient admi.
<br />i:stretion -of these, as well as all other governmental positions, should depend upon a personnel
<br />chosen and sustained upon a merit basis without regard to political affiliations.
<br />We should be very glad to discuss the matter with your committee if it is your desire.
