Vtoe President
meetings were read and on Motion •
William R. Hinkle
Mayor- March 33, 19340
Honorable Common Council City of South Bend, Indiana.
Genxtlemen: - Ordinance No. 3051 fixing the salaries of City administrative officials does
not conform to the understanding I had with the Fees and Salaries;Committee. This Committee
agreed to submit an ordinance providing for the minimum salaries for all City officers which
law provides must be fixed by ordinance.
In a previ message to you I stated that if there were any increases in salaries they shoul
wait until we could give the same advantage to all City employes. Our policemen and firemen
and other City employes have agreed that any available :g funds shall be used to place their
unemployed fellow citizens at work. This fine expression of, citizenship should certainly be
concurred in by the Common Council and City officials., of South Bend.
In South Bend wea have thousands of unemployed. If there,, are any public monies:`available such
funds should be used to put men to work instead of being given to those who are x331 already r
comfortable salaries or being more available to persons now seeking office.`
I therefore consider it my duty to veto this ordinance and reo ommend to your body that the
salaries =be fixed at the minumum provided by law. Respectfully submitted, W. R. Hinkle,
Mayor. On Motion of Councilman Altf eld the Communication was filed.
