As a means of building up a surplus with which to meet any increases in <br />salaries that may be necessary to offset a general rise in local wages and <br />salaries I recommend to you that in any proposed ordinance designed foT -the <br />purpose of regulating the activities, time of closing and limitation of so- <br />called night clubs, saloons, bars and/ or taverns that you fix licenses fees <br />on a graduated scale for saloons, bars or taverns, and at least $x1000000 per <br />annum for night clubs. The threat of closing any of these places plus the <br />loss of a heavy license fee will assure a stricter obedience to the <br />ordinance by these groups. <br />The moral conditions, now a matter of general conversation among our citizens, <br />again brings up the point of divided responsibility for the moral cleanliness <br />of our city. I have previously recommended to your body that the Board of <br />Public forks and Board of Public Safety be abolished as provided under <br />Chapter 233 pf the Acts of 1933. I again recommend to you that this action be <br />taken. The financial saving to the city, while not exceedingly large, will be <br />helpful in building up a surplus and I feel sure that the efficiency of the <br />departments will be improved through the establishment of a single board for <br />both said functions of the City. Motion carried. <br />PETITION. } <br />TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA : - <br />We, the unders-igned,- owners and proprietors of restaurants, inns, clubs and taverns, <br />within -the incorporated limits of the City of South Bend, Indiana, each having qualified <br />and secured permits to sell alcoholic beverages pursuant to the provisions of an Act of the <br />General Assembly of the State of Indiana entitled "'An Act Concerning Alcoholic 3FBeverages <br />and Declaring an Emergencyā€˛, being Chapter 80 of the Acts of 1933, respectfully petition the <br />Common Council of the City of South Bend, Indiana, to anact a proper and suitable ordinance <br />governing the hours of our business operations and to include in said ordinance other <br />regulations and restrictions incident thereto. We severally and separately promise our full <br />co- operation and approval in such measure and respectfully recommend and suggest that the <br />following conditions be imposed and incorporated in-said ordinance:- <br />1. That all restaurants, inns, clubs and taverns dispensing-alcoholic beverages pursuant <br />to the provisions of an Act. of the General Assembly of the State of Indiana and situate` <br />within the copporate limits of the City of South Bend, Indiana, shall be open'for business <br />during the hours of six (6) o'clock A. M., andtwo (2) o'clock Ae M. each day of the week, <br />excepting Saturday, when such ;places shall open azt the same hour and shall close at the <br />hour of Thre (3) otclock A. M. Sunday. <br />2. That in conformity with the Act of the Generab Assembly of the State of Indiana no <br />alcoholic beverages shall be sold, bartered, exchanged, given, provided or furnished to any <br />person under the age of twenty -one (21) years, or to any person known to be an habitual <br />drunkard. <br />s <br />0 <br />
