( Concluded ) per hour; and WHEREAS at the last session of the Congress of the United States it was provided by law that aim all contractors on Government buildings shall pay the prevailing scale in:the community wherever the building is being constructed; - THEREFORE BE IT RESOLVED 1y -the Common Council of the City of South Bend, Indiana, that on all munial al construction work the minimum wage scale for common labor should be at leasir fifty cents (p:'50 0) per hour; and BE IT FURTHER RESOLVED that in order that as many men be employed as possible, eight (S) hours per day be a work day, unless_ impracticable, for any one man within every period.of _ twenty --four (24) hours on all municipal construction wort; and BE IT FURTHER "RESOLVED" "that every contractor procuring a contract for municipal construction work employ at least ninety (90) percent of local resident labor. It On Motion of Councilman Hiss the Resolution was adopted.'Motion eariied - • RESOLUTION.._ INTRODUOED-BY OOUNOILMAN JULIUS ALTFELD :' WHEREAS, The year 1932 is the -two hundrafth anniversary of the 1 rth of George Washington, the commander -in~ -chief of the American army of the revolution, president of the convention which. framed the constitution-of the United States, the first President of the United States, whose example of unselfish Jatriotism, wise leadership and devotion to the `principles of freedom, justice and are a permanent_ and essential force in American life; and, WHEREAS, The congress of the United States has created a,United States commission, and the general assembly of the State of Indiana «Indiana. George Washington tricentenary commission_ which United States Commission has requesto& aa.ch of the states in the Union to creatke state commissions for the observance of this important anniversary, and that the Indiana George • Washington bicentenary commission will request all the towns and cities in the state of Indiana to create local commissions for the observance of the two hundredth anniversary of the birth of George Washington in the state of Indiana, therefore be it - RESOLVED RESOLVED BY THE COMMON COUNCIL OF 'THE CSITY_ OF SOUTH BEND, INDIANA, That there is hereby ereated -a commission, which shall be knowm as the SOUTH BEND GEORGE WASHINGTON BIOENTENARY COMMISSION' , hereinafter called_ther_com*ission, which shall consist of th mayor, as honorary chairman, two members of the common council to be appointed by the President of the Common Council of the city of South Bend, Indiana, and twelve members to be appointed b the mayor,: The fifteen appointed members shall be appointed for a term of two years:! The may r shall make such appointments within ten days aftexr this resolution takes effect:. The members of the commission so appointed-shall be persons of known intrest in the preservation of the • history of therfounding of the United States of America and in commemorating the men-and the events connected with it and shall be chosen without regard to their political aflli affiliation Members of the commission shall serve without compensation. The mission shall meet within ten days of the appointment of the members, at a time and place to be fixed by the mayor, for organ zaticn SEC:' 2The officers of the commission shall be a president, vine- president- -and a secretary who shalli be, ohosen from the membership of the commission and shall hold office for a °fit term of one year.
