HEALTH AND PUBLIC SAFETY JULY 22, 2013 <br />4:16 P.M. <br />Committee Members Present: Karen White, Dr. David Varner (Excused Absence), <br />Dr. Fred Ferlic, Tim Scott <br />Other Council Present: Henry Davis, Valerie Schey, Oliver Davis, Derek Dieter, <br />Gavin Ferlic (4:42 p.m.) <br />Others Present: Andrea Beachkofsky, Chief Ron Teachman, Matt Harmon, <br />Patrick Mullin <br />Agenda: Bill No. 28 -13 — Moped Regulations <br />Update — South Bend Animal Care & Control Special Committee <br />With a quorum present absent only vacationing Dr. David Varner, the Health and Public <br />Safety Committee was called to order by Chairperson Karen White. <br />Two items were posted on the Agenda, Bill No. 28 -13 proposed moped regulations. <br />Sponsored by Councilmember's Tim Scott and Karen White, a substitute version adding <br />Oliver Davis as a co- sponsor was offered. After a motion and second by Tim Scott and <br />Dr. Fred Ferlic respectively, the substitute version was accepted for consideration. <br />Councilmember Tim Scott made the formal presentation emphasizing the benefits of <br />regulating and registering the growing number of mopeds in the City. Registration in <br />particular would aid in the recovery and return of stolen mopeds. If passed the bill would <br />take effect October 1, pegging registration fees at $25.00 for year one beginning May 1 <br />with renewal fees to be $15.00. <br />Police Chief Ron Teachman spoke briefly in support of the measure saying without <br />registration there was no way of returning a stolen bike to its rightful owner. <br />In the Council portion Henry Davis wondered if the bill was necessary. Chief Teachman <br />argued it was indeed necessary. Henry also wondered if the registration fee was <br />excessive; but advocated no other. <br />Finally, after Patrick Mullin registered support in the public portion, upon a motion by <br />Tim Scott, a second from Dr. Fred Ferlic and a supportive vote the bill was sent to full <br />Council favorably. <br />The second agenda item was a progress report from Councilmember Valerie Schey, who <br />leading a special committee was working to revise the Codes Chapter 5 dealing with <br />Animal Care and Control. The care and welfare of domestic pets being a long -time <br />passion for Valerie, she formed, a special Council Committee to tackle the considerable <br />task of revising the animal care ordinance.
