COMMUNITY INVESTMENT
5:00 P.M.
JULY 8, 2013
Committee Members Present: Gavin Ferlic, Henry Davis, Dr. Fred Ferlic
Other Council Present: Tim Scott, Dr. David Varner, Oliver Davis, Karen White, Derek Dieter
Others Present: Scott Ford, Eric Horvath, Kathryn Roos, Gail Brodie, Jitin Cain, Pam Meyer
Agenda: Scott Ford, Director, Community Investment Department — City Corridors.
Gavin Ferlic, Chairperson of the Community Investment Committee called this meeting to give
Scott Ford, the Director of the Community Investment Department an opportunity to make a
presentation on work done to revitalize the City's main business corridors.
Scott Ford provided a handout titled Corridor Revitalization Initiative and dated June 2013 (A
copy is on file in the Office of the City Clerk)
Jitin Cain from Community Investment outlined the City efforts to revitalize the corridors in the
decade from 1998 through 2008. These efforts were mainly directed at corridor beautification
with investment of primarily federal funds for infrastructure improvements.
Scott then bridged the conversation to the Administration's approach. He said the approach all
begins with an assessment of needs in the corridors. Then formulation of strategies which may
range from repairs of curbs and sidewalks, lighting, and landscaping to forming market based
development plans. Scott stated the process would begin with the Lincolnway West and Western
Avenue corridors. He emphasized the need to develop a plan. To that end he envisioned
advertising an RFP for corridor assessment and development which would be awarded by the
end of August. At that point the City would solicit input from all stakeholders.
Councilmember Henry Davis, Jr., expressed dismay at the need to hire an outside consulting
firm. He said resources right here in the City are unrecognized and underutilized. He said we
should engage locals.
There being nothing further to come before the committee at this time, Chairperson Gavin Ferlic,
adjourned the meeting at 5:16 p.m.
Respectfully Submitted,
Gavin Ferlic, Chairperson
Community Investment Committee
