&A 'Fh- `a-k3 <br />BILL NO. <br />ORDINANCE NO. <br />AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, AMENDING SECTION 14 -56 OF CHAPTER 14, ARTICLE 9, OF THE <br />SOUTH BEND MUNICIPAL CODE ADDRESSING TEMPORARY RESIDENTIAL ONE- <br />DAY CONDITIONAL USE PARKING PERMIT PROCEDURES AND FEES AND <br />SEASONAL CONDITIONAL USE LAWN PARKING PERMITS <br />STATEMENT OF PURPOSE AND INTENT <br />On September 24, 2007, the South Bend Common Council passed Ordinance No. 9785- <br />07 which created new Article 9 in Chapter 14 of the South Bend Municipal Code entitled <br />"Regulations Addressing Special Events in Residentially Zoned Areas ". This quality of life <br />ordinance was the result of many community meetings and meetings of the Council's <br />Community Relations Committee whose focus was on: <br />• "To protect the residents of our residential neighborhoods" <br />• "To protect all visitors who come to our residential neighborhoods" <br />• "To formally establish a community /campus coalition" <br />• "To establish a mechanism to permit limited residential lawn parking on a city -wide <br />basis ". <br />Many positive benefits and improvements have resulted from these regulations over the past <br />six (6) years. However, it is now believed that refinement to the limited residential lawn parking <br />regulations should be made with regard to such parking taking place during Notre Dame football <br />seasons, with all other regulations remaining in full force and effect. <br />9%Q, Jgux am, hie & &Yda&wd by the Common Council of the City of South Bend, <br />Indiana, as follows: <br />Section I.
