ORDINANCE NO. p,3 -) $� <br />AN ORDINANCE APPROPRIATING $2,126,000.00 FROM THE COMMUNITY <br />DEVELOPMENT BLOCK GRANT FUND (URGENT NEEDS GRANT) FOR THE <br />"MINI- MALL" PROJECT TO BE ADMINISTERED BY THE CITY OF SOUTH <br />BEND, INDIANA, THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT <br />AND THE DEPARTMENT OF REDEVELOPMENT. <br />STATEMENT OF PURPOSE AND INTENT: <br />The continued development and revitalization of South Bend's <br />Central Business District (CBD) is important to the quality of life <br />of the total community and would be advantageous to the future economic <br />growth and physical development of the City. The City of South Bend, <br />in a creative and affirmative partnership with the city residents, <br />private enterprise and Federal Government, has embarked upon several <br />development projects, including the construction of a community mall <br />more commonly known as the "Mini - Mall." As part of the public sector's <br />participation in this project, the City of South Bend will undertake <br />certain acquisition, relocation, clearance, and site preparation activ- <br />ities funded, in part, by federal monies secured through successful <br />application for an "Urgent Needs Grant." In order to initiate the <br />"Mini -Mall Project," the Division of Community Development and the <br />Department of Redevelopment require additional funds. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City <br />of South Bend, Indiana, as follows: <br />SECTION I. The sum of $2,126,000.00 is hereby appropriated <br />from the City of South Bend's Community Development Block Grant Fund <br />(Urgent Needs Grant).
