Hunt —_ - - -- <br />Deputy Director <br />TO: MEMBERS OF THE COMMON COUNCIL <br />FROM: CARL ELLISON, DIRECTOR, COMMUNITY DEVELOPMENT <br />SUBJECT: 1978 CDBG APPROPRIATION (REHABILITATION GRANTS) <br />DATE: JUNE 21, 1978 <br />The Division of Community Development is presenting for your <br />consideration an appropriation bill totaling $500,000.00 to be used to continue <br />the housing rehabilitation grant program. "Project Rehab," established during <br />the first Community Development Program, has continued for three years. <br />Since initiation of the rehab grant program, 157 housing units have <br />been rehabilitated. As of May 31, 1978, 39 additional housing units have <br />work -in- progress. Twenty (20) other units are set for contract. A total of <br />167 eligible applicants, from all CD target areas, remain on the waiting list. <br />Project Rehab is an integral part of the administration's neigh- <br />borhood and housing preservation program. It serves the lowest income residents <br />of CD target areas and, in particular, the elderly homeowner and household on <br />a fixed income. The rehab grant activity, in conjunction with the various low <br />interest loan projects, local and urban homesteading, "Project Rebate," and <br />code enforcement, function as an integrated housing assistance program to serve <br />a cross - section of income groups within the CD target areas. <br />No major changes are anticipated for the rehab grant activity. The <br />maximum grant will remain at $9,000.00 per unit. Project guidelines, eligibility <br />requirements, and income /household criteria have not been modified. According <br />to the Bureau of Housing's analysis the average rehab grant will be in the <br />$6200 -$6700 range. <br />We respectfully request your favorable consideration of the attached <br />bill.
