ORDINANCE NO. 6388 -78 AN ORDINANCE AMENDING VARIOUS EXISTING SECTIONS OF CHAPTER 20 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND AND BY THE ADDITION OF ARTICLE 9 MOBILITY HANDICAPPED PARKING STATEMENT OF PURPOSE AND INTENT The Common Council of the City of South Bend recognizes that many of the concerns of mobility handicapped persons have not been adequately addressed. The Council believes that the City should take all necessary steps to protect and ensure that mobility handicapped persons have the opportunity to live and work in a community which recognizes their difficulty in travel. The Council further believes that it is in the best in- terest of the community to provide a procedure through the Board of Public Works that authorizes it to designate parking spaces for the exclusive use of mobility handicapped persons. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. Chapter 20, Article 1, Section 20 -2 Defini- tions of the Municipal Code of the City of South Bend is hereby amended by the addition of the following subsections: (12a) or all restri Handicapped Parking. Chapter 20, Article 1, Section 20 -3 of the Municipal Code of the City of South Bend is hereby amended to read as follows: 20 -3. Authority of the Board of Public Works and- Safety. (a) The Board of Public Works and - Safety shall have authority: (1) One Way Streets. To designate certain streets and alleys or parts thereof which are to be used by vehicles traveling in only one (1) direction;
