Hunt <br />Deputy Director <br />TO: Members of the Common Council <br />FROM: Carl Ellison, Community Development Director <br />SUBJECT: Southeast Center Rehabilitation <br />219/284 -9335 <br />The attached ordinance seeks the appropriation of $20,000 to undertake <br />necessary rehabilitation of the Southeast Neighborhood Center. <br />Although this - activity is included in the 3rd Community Development <br />Plan and could have been implemented several months ago, numerous factors <br />created the need for the Administration to delay its implementation. <br />Paramount among these factors was the fact that ACTION, Inc. proposed the <br />abandonment of the facility as the location for the delivery of its services <br />to the Southeast Neighborhood. This ACTION decision served to catalyze <br />neighborhood forces who in conjunction with United Way, Community Development <br />and other agencies, worked diligently to significantly increase the quantity <br />and quality of neighborhood center services. This coalition of forces also <br />worked successfully to relieve ACTION of some of the financial burden of <br />operating the center: <br />In light of these changes, the Administration now believes the Southeast <br />Center is both stable and viable in its delivery of necessary services. <br />Additionally, the Administration feels assured that the current facility <br />will remain a neighborhood center indefinitely. <br />The requested $20,000 will cover necessary plumbing, electrical, insu- <br />lation and general construction needs. However, based on the most recent <br />Bureau of Housing inspection of the facility, we know that an additional <br />$4,000 will be necessary to complete all needed work. Consequently, 1p ease <br />note that the Administration will request a $4,000 supplemental appropriation <br />for this facility at a later date.' <br />Since this letter does not provide all details related to this activity, <br />I would appreciate the opportunity to more fully discuss this matter with you. <br />Meanwhile, should you have questions or wish supplemental information, <br />please contact me or Jim Harcus of the Bureau of Housing. <br />CE /br <br />CC: Mayor Peter J.
