LaMar Wilson <br />Assistant Director <br />July 19, 1978 <br />M E M O R A N D U M <br />o0"o <br />1440 County -City Building <br />South Bend, Indiana 46601 <br />219/284 -9335 <br />TO: MEMBERS OF THE COMMON COUNCIL <br />FROM: CARL ELLISON, DIRECTOR, COMMUNITY DEVELOPMENT Cry�►M /,/C�- iC.O"� <br />SUBJECT: 1978 CDBG APPROPRIATION (Housing Counseling) <br />The Division of Community Development is presenting for your consid- <br />eration a bill appropriating $5,152.00 to be used by the Urban League for <br />a "comprehensive housing counseling program." <br />The $5,152.00 appropriation would be used as a match for Title XX <br />monies to generate a total of $20,611.00 for the counseling program. Based <br />on the Urban League's information, the projected level of service will <br />be approximately 260 clients. Client eligibility is based on Title XX <br />and CDBG income guidelines. It is anticipated that 60% of the clients will <br />be SSI or AFDC recipients and 40% will be "income eligible." <br />The following budget reflects the CDBG and Title XX monies: <br />PERSONNEL <br />Full Time Counselor <br />Part Time Assistant <br />Part Time Secretary <br />FRINGE <br />$10,920 <br />1,800 <br />1,200 <br />SUBTOTAL $13,920 <br />FICA <br />Health Insurance - Coordinator <br />SUBTOTAL <br />835 <br />336 <br />$ 1,171 <br />
