ORDINANCE NO. <br />AN ORDINANCE FIXING MAXIMUM SALARIES AND <br />WAGES OF APPOINTED OFFICERS AND EMPLOYEES <br />OF THE BUREAU OF EMPLOYMENT AND TRAINING <br />OF THE CITY OF SOUTH BEND FOR THE FISCAL <br />YEAR 1979. <br />STATEMENT OF PURPOSE AND INTEND <br />The City of South Bend Bureau of Employment and <br />Training is required under terms of the grant agreement with <br />the U. S. Department of Labor /Employment and Training Admini- <br />stration to establish a merit based personnel system, including <br />a merit based compensation plan. This Salary Ordinance is <br />introduced in order to provide merit compensation to Bureau <br />employees in consideration of length of service and productivity. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council <br />of the City of South Bend, Indiana, as follows: <br />SECTION I. Appointed Officers and Employees of the <br />Bureau of Employment and Training shall be compensated during <br />Fiscal Year 1979 (October 1, 1978 - September 30, 1979) based <br />on the accompanying salary schedule (Appendix I). Each such <br />Officer and Employee shall receive in compensation during said <br />Fiscal Year no less than the rate specified in the length of <br />service category he or she has previously occupied and no more than <br />the rate specified in the length of service category presently <br />occupied. <br />SECTION II.
