ORDINANCE NO. AN ORDINANCE FIXING MAXIMUM SALARIES AND WAGES OF APPOINTED OFFICERS AND EMPLOYEES OF THE BUREAU OF EMPLOYMENT AND TRAINING OF THE CITY OF SOUTH BEND FOR THE FISCAL YEAR 1979. STATEMENT OF PURPOSE AND INTEND The City of South Bend Bureau of Employment and Training is required under terms of the grant agreement with the U. S. Department of Labor /Employment and Training Admini- stration to establish a merit based personnel system, including a merit based compensation plan. This Salary Ordinance is introduced in order to provide merit compensation to Bureau employees in consideration of length of service and productivity. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. Appointed Officers and Employees of the Bureau of Employment and Training shall be compensated during Fiscal Year 1979 (October 1, 1978 - September 30, 1979) based on the accompanying salary schedule (Appendix I). Each such Officer and Employee shall receive in compensation during said Fiscal Year no less than the rate specified in the length of service category he or she has previously occupied and no more than the rate specified in the length of service category presently occupied. SECTION II. This ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor.
