NEMETH, Mayor <br />COUNTY -CITY BUILDING SOUTH BEND, INDIANA 46601 <br />March 29, 1978 <br />South Bend Common Council <br />441 County /City Building <br />South Bend, IN 46601 <br />2191284 -9251 <br />RE: Revenue Sharing Request <br />Bureau of Communications <br />Radio Frequency Spectrum Analyzer - $5,000 <br />Dear Councilmen: <br />The attached request for financial assistance from the General Revenue Shar- <br />ing Fund of 1978 is for the purpose of purchasing a Radio Frequency Spectrum <br />Analyzer for the Bureau of Communications. <br />The FCC License and Regulations, under which the City of South Bend operates, <br />places very strict limitations upon the authorized power of our transmitters. <br />At the present time we do not have the capability of monitoring the amount of <br />spurious radiation transmitted by our units and, therefore, we are not capable <br />of correcting these deviations. We are currently aware of the fact that we <br />do transmit outside of the authorized limits; most recently we have received <br />notification from Indiana Bell Telephone Company that they have been receiving <br />interference from our Police. Department transmitters. <br />Because of the increasing congestion of the radio frequency spectrum, and the <br />resulting excessive problems of transmitter intermodulation and interference <br />therefrom, the FCC is accelerating their monitoring of these systems, and <br />will subsequently be issuing citation violation notices to all offenders. In <br />fact, it is quite likely that all two -way maintenance shops will be required <br />to have a Frequency Spectrum Analyzer as part of their monitoring equipment, <br />or at least have one readily available to rent for these purposes. <br />
