Parent, President <br />South Bend Common Council <br />County -City Building <br />227 West Jefferson Boulevard <br />South Bend, Indiana <br />Dear Mr. Parent: <br />After some confusion, in our first attempt to sell city owned property, at Elbel <br />Golf Course, I believe now we have the correct procedures in disposing of park <br />real estate. <br />In conferring with the Park Board Attorney and the attorney for the Board of Public <br />Works, it was determined that the Park Board must submit an ordinance to the Common <br />Council for its approval. If approved by the Common Council, the land would be <br />sold by the Board of Public Works as other city land is sold. <br />The tract we are requesting to sell at Elbel Golf Course was purchased in 1961 to <br />be used for the Elbel Golf Course construction. Only the back portion of the tract <br />of land was needed for the golf course construction, thus, leaving a story and one - <br />half frame house and approximately an acre of land not needed for the golf course. <br />During the last sixteen years, the home has been rented and the money deposited in <br />the Park General Fund. Because of high maintenance costs, budget limitations and <br />the fact the Park Department does not want to be in the housing business, we are <br />requesting the land be sold.
