Mayor <br />M E M O R A N D U M <br />TO: Members of the Common Council <br />FROM: Carl Ellison, Director, Community Development <br />SUBJECT: 1978 CDBG Appropriation (Non - Profit Rehab) <br />DATE: August 9, 1978 <br />F <br />III' 3 <br />° i <br />• y <br />h-y�o ova <br />1440 County -City Building <br />South Bend, Indiana 46601 <br />219/284 -9335 <br />The attached ordinance for the proposed continuation of the Non - Profit <br />Group Rehabilitation Grant Program is hereby submitted for Council action. <br />The $50,000 appropriation will be used for the continuation of the <br />present program throughout the 1978 Program Year. We will make available <br />grants to such diverse groups as Renew, Inc., Homeowners of the Near Northwest <br />and other non - profit groups that request CD monies for this purpose. <br />Additionally, revised HUD regulations allow the acquisition of property <br />by non - profit groups, provided low -and moderate - income eligibility require- <br />ments are met. With this in mind and keeping within the proposed objectives <br />of Non - Profit Rehab Grants, we have increased the past $5,000 limitation to <br />$8,000 for our Program Year 1978. <br />We respectfully request your favorable consideration of the attached <br />bill.
