COMMITTEE OF THE WHOLE MEETING JUNE 26 1963 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole <br />in the Council Chambers in City Hall on Monday, June 26, 1967, at 8 :00 P.M. All members were present, except <br />Councilman Muszynski. The meeting was called to order by Chairnian,Edwin T. -Smith, who presided. - `. <br />ORDINANCE <br />AN ORDINANCE REGULATING THE SOLICITATION OF <br />FUNDS FROM RESIDENTS OF THE CITY OF SOUTH <br />BEND AND PROVIDING PENALTIES WHERE SUCH <br />SOLICITATION HAS BEEN FRAUDULENTLY CONDUCTED <br />OR REPRESENTED, AS AMENDED <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. The public hearing was continued from May 22, 1967. The Clerk <br />read a communication from the Council of Churches of St. Joseph County endorsing the Ordinance. Councilman <br />Allen made a motion to adopt the amendments that were made to the Ordinance at the -.tune 12,1967 meeting. <br />Councilman Geib seconded the motion. Motion carried. Speaking in favor of the Ordinance were James Leddy, <br />Managing Director of the South Bend Better Business Bureau and Stanley Ladd, President of the AFL -CIO. <br />Councilman Geib made a motion that the Ordinance be amended in paragraph 8 of section 7 by deletion of the <br />words "the time when it will take place, and its duration ". Councilman Hunter seconded the motion. Motion <br />carried. Councilman Wise made a motion that the Ordinance go to the Council favorable, as amended. Councilman <br />Laven seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE APPROPRIATING $8,000.00 FROM <br />THE GENERAL FUND TO ACCOUNT B -53 "REFUNDS, <br />AWARDS AND INDEMNITIES" IN THE OFFICE OF <br />THE CITY CONTROLLER. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance, and explaining the need was <br />Mr. Robert W. DuComb, City Attorney. Councilman Hunter made a motion that the Ordinance go to Council as <br />favorable. Councilman Palmer seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION <br />TO ACCOUNT P -265, CONTRACTUAL SERVICES IN THE <br />AMOUNT OF $389.00 AND THE TRANSFER OF THE SAME <br />FROM ACCOUNT P -11, "SERVICES PERSONAL" IN THE <br />POLICE DEPARTMENT ALL BEING IN THE GENERAL FUND. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance was City Controller, James A. <br />Bickel. Councilman Hunter made a motion that the Ordinance go to the Council as favorable. Councilman <br />Laven seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE APPROPRIATING THE SUM OF $15,000.00 <br />FROM THE GENERAL FUND TO THE BUILDING, DEMOLITION, <br />REPAIR AND CONTINGENT ACCOUNT. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Forrest West, Building <br />Commissioner. 'Councilman Hunter made a motion that the Ordinance go to the Council as- "favorable. Councilman <br />Szymkowiak seconded-.�the motion. Motion'_carried. <br />There being no further business to come before the Committee of the Whole, Councilman Geib made a motion <br />to rise and report to the Council.
