x <br />REGULAR MEETING MAY 99 1967 <br />REPORT OF TRANSPORTATION COMMITTEE <br />To the Common Council of the City of South Bend, Indiana: <br />Your Committee on Transportation: <br />To whom was referred "AN ORDINANCE DETERMINING THAT IT IS IN THE PUBLIC INTEREST TO ACQUIRE THE MASS <br />TRANSPORTATION SYSTEM OF NORTHERN INDIANA TRANSIT, INC., WHICH SHALL BE A DISTINCT MUNICIPAL CORPORATION <br />AND WHICH SHALL BE KNOWN AS "THE SOUTH BEND PUBLIC TRANSPORTATION CORPORATION" AND DEFINING THE CORPORATE <br />LIMITS OF SAID CORPORATION ", in view of the Indiana "Mass Transportation Act of 1965 "; <br />Respectfully report that they have examined the matter and that in their opinion as stated on page 55 of The <br />Committee for Economic Development guidelines for local leadership in "Developing Metropolitan Transportation <br />Policies" that, as local taxes are required to support a public transportation system, ".. a measure of <br />democratic.control,.through. . . action of an elected body in general government - is essential. This ordinance <br />provides such control only in the appointment of persons to serve as directors in running the public corporation. <br />Therefore, this committee deems it necessary to amend the ordinance referenced to provide budgetary control <br />in the Council and Mayor and any other controls deemed advisable by the entire Council. <br />/s/ Richard G. President Hunter announced that <br />public hearing on the ordinance would be held June 12, 1967. <br />REPORT OF COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />Your Committee of the Whole to whom was referred "AN ORDINANCE REGULATING THE SOLICITATION OF FUNDS FROM <br />RESIDENTS OF THE CITY OF SOUTH BEND AND PROVIDING PENALTIES WHERE SUCH SOLICITATION HAS BEEN FRAUDULENTLY <br />CONDUCTED OR REPRESENTED" <br />Respectfully report that they have examined the matter and that in their opinion the Ordinance be referred <br />to the Ordinance Committee, who will give a report to the Council, and continue the public hearing until <br />June 26, 1967. <br />/s/ Edwin Thomas Smith, Chairman <br />Councilman Smith made a motion that the report be accepted and placed on file. Motion carried. <br />ORDINANCES, FIRST AND SECOND READING <br />ORDINANCE NO. 4923 -67 <br />AN ORDINANCE AUTHORIZING THE EXPENDITURE OF <br />$110,158.00 BY THE WATER WORKS OF THE CITY OF <br />SOUTH BEND, INDIANA FOR THE PURCHASE OF WATER <br />MAIN PIPE OF CAST IRON OR DUCTILE AND FITTINGS <br />FROM THE JAMES B. CLOW & SONS, INC. AND AUTHOR- <br />IZING THE EXPENDITURE OF $9,175.14 BY THE WATER <br />WORKS OF THE CITY OF SOUTH BEND, INDIANA FOR <br />THE PURCHASE OF MECHANICAL JOINT GATE <br />VALVES FROM THE JAMES B. CLOW & SONS, INC. <br />DURING THE CALENDAR YEAR 1967. <br />The Ordinance was given first reading by title and second reading in full. Councilman Wise made a motion <br />for suspension of rules. Councilman Palmer seconded the motion. Motion carried by a roll call vote of <br />7 ayes, (Councilmen Hunter, Allen, Palmer, Wise, Szymko,�7iik, Laven and Smith), 0 nays, 2 absent, (Councilmen <br />Geib and Muszynski). Howard Goodhew, Water Works Superintendent spoke in favor of the Ordinance. The <br />Ordinance was given third reading and passed by a roll call vote of 7 ayes, (Councilmen Hunter, Allen, <br />Palmer, Wise, Szymkowiak, Laven and Smith), 0 nays, 2 absent,(Councilmen Geib and Muszynski). <br />ORDINANCES, FIRST AND SECOND READING <br />ORDINANCE NO. 4924 -67 <br />AN ORDINANCE APPROVING A CONTRACT BETWEEN THE SOUTH <br />BEND CITY WATER WORKS AND EUGENE E. HUGHES, D /B /A <br />HUGHES AND CLARK, DECORATORS FOR THE PAINTING OF THE <br />?250,000 GALLON ELEVATED STEEL WATER STORAGE TANK <br />ON SOUTH FELLOW STREET, SOUTH BEND, INDIANA AND IN THE <br />SUM OF $4,280.00 <br />The Ordinance was given first reading by title and second reading in full.
