I 1- r <br />COMMITTEE OF THE WHOLE MEETING <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole <br />in the Council Chambers in the City Hall on Monday, May 22, 1967 at 8 :00 PLM. All members were present except <br />Councilmen Geib and Muszynski. The meeting was called to order by Chairman Edwin T. Smith, who presided. <br />ORDINANCE <br />AN ORDINANCE REGULATING THE SOLICITATION <br />OF FUNDS FROM RESIDENTS OF THE CITY OF <br />SOUTH BEND AND PROVIDING PENALTIES WHERE <br />SUCH SOLICITATION HAS BEEN FRAUDULENTLY <br />CONDUCTED OR REPRESENTED. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance were: Warren Wheeler, rgpresenting <br />South- Bend - Mishawaka Chamber of Commerce; Richard Rosenthal, United Community Services; James Murphy, speaking <br />in the name of the University of Notre Dame; Lee Flanaghan, Manager of Indiana and Michigan Electric Co; James <br />Leddy, Managing director of The Better Business Bureau; Carl Jahnke, United Community Services and David Wiseman, <br />134 S. Ellsworth. Although Mr. Wiseman spoke in favor of the Ordinance he did recommend some changes to be <br />made. Speaking against some portions of the Ordinance was Mrs. Geraldine Sessler, 1126 Manchester Drive. <br />Councilman Hunter made a motion that the Ordinance be sent to the Ordinance Committee with a report to be <br />forwarded back to the Council. He further moved that the public hearing be continued until June 26, 1967. <br />Councilman Wise seconded the motion. Motion carried. <br />There being no further business to come before the Committee of the Whole, Councilman Allen made a motion to <br />rise and report to the Council.
