COMMITTEE OF THE WHOLE MEETING <br />DECEMBER 12, 1966 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the <br />Whole in the Council Chambers in the City Hall on Monday, December 12, 1966, at 8 :00 P.M. All members <br />were present except Councilman Muscynski, who was ill. The meeting was called to order by Chairman Edwin <br />T. Smith, who:'presided.• <br />Chairman Smith introduced Reverend Lawrence E. Crockett, First A.M.E. Zion Church, who gave the Invocation. <br />ORDINANCE <br />AN ORDINANCE AMENDING SECTION 40 -8 -c OF THE MUNICIPAL <br />CODE OF THE CITY OF SOUTH BEND, INDIANA, 1962, AS AMENDED <br />ALSO KNOWN AS ORDINANCE NO. 3702, THE ZONING ORDINANCE OF <br />THE CITY OF SOUTH BEND, INDIANA, AS AMENDED. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an opportunity to be heard thereon. Councilman Hunter made a motion that the Ordinance go to the Council as <br />favorable. Councilman Laven seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING SECTION 40 -17 OF THE MUNICIPAL <br />CODE OF THE CITY OF SOUTH BEND, INDIANA, 1962, AS <br />AMENDED, ALSO KNOWN AS SECTION 4 OF ORDINANCE NO. <br />3702, THE ZONING ORDINANCE OF THE CITY OF SOUTH <br />BEND, INDIANA, AS AMENDED. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Explaining the Ordinance was Mr. Howard Bellinger of the Area Plan <br />Commission. Councilman Allen made a motion that the public hearing be continued until January 9, 1967, and <br />that the Ordinance be referred to the attorney for the Area Plan Commission for clarification. Councilman <br />Szymkowiak seconded the motion. Motion carried, 7 ayes (Councilmen Hunter, Allen, Palmer, Wise, Geib, Szymkowiak, <br />and Smith) 1 nay (Councilman Laven) I absent (Councilman Muszynski) <br />There being no further business before the Committee of the Whole, Councilman Allen made a motion to rise and <br />report to the Council.
