<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council Chambers of
<br />City Hall in Regular Session on Monday; August 22, 1966 at 8:00 P.M., with all members present, except
<br />Councilman Wise. The meeting was called to order by President John L. Hunter, Jr., who presided. President
<br />Hunter introduced Reverend Marian L. Hopkins, South Side Christian Church, who gave the invocation.

<br />REPORT OF THE COMMITTEE ON MINUTES
<br />To the Common Council of the City of South Bend:
<br />Your Committee on the inspection and supervision of the minutes, would respectfully report that they have examined
<br />the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the
<br />same be approved.

<br />There being no objections, the report was accepted as read and placed on file.
<br />RESOLUTION
<br />Opposing the present plan for flouridation of the city water supply and urging consideration of the Clifton,
<br />New Jersey plan.
<br />WHEREAS, There is opposition to the present plan for fluoridation of the city water supply, and
<br />WHEREAS, There is, in operation, in Clifton, .N.J., a plan endorsed by the Board of Health of that City, and
<br />approved by the Council on Therapeutics of the American Dental Association, and
<br />WHEREAS, This program is considered by the Board of Health of Clifton, N.J. as a safer, surer, less expensive
<br />and better controlled method of supplying fluorides to citizens than total fluroidation of the entire
<br />water supply, and
<br />WHEREAS, The cost of equipment and the annual cost of providing fluoridated water through the City Water
<br />Works would bring an added burden to the paying citizens:
<br />THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA:
<br />That the Common Council of the City of South Bend study and consider the Clifton, N.J. plan, a
<br />copy of which is attached to this resolution and made a part hereof, and request the Board of
<br />Health to cooperate in such study to the end that an approved, controlled, economical fluoride
<br />program for the City of South Bend, be accomplished without the necessity of fluoridating the
<br />entire city water supply and that the Board of Water Commissioners be requested to postpone any
<br />fluoridation program until such study can be completed.

<br />Dear Mrs. Allen:
<br />The Board of Health is pleased with the fluoride tablet program in operation in this community. We feel
<br />it is most successful and is accepted by the medical and dental practitioners in the area.
<br />We purchase our 2.2 mgm sodium fluoride tablets in 500,000 quantities. We purchase them for fifty cents per
<br />thousand. Breaking this down it comes to 9 cents per year for children through age 2, and 18 cents per
<br />year from age 3 through 8 as well as for pregnant women. The cost of the program was paid for by the City
<br />of Clifton.
<br />Over two million tablets have been dispensed by practically every dentist, the Board of Health dental clinic and
<br />many physicians. In addition to this we have been advised that many residents are using the fluoride fortified
<br />vitamins and prenatal compounds.
<br />We are enclosing a copy of our news release and letter to the dentists and physicans. The information con-
<br />tained in these enclosures should help answer your questions on our type of tablet program.
