COMMITTEE OF THE WHOLE MEETING JULY 25, 1966 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole <br />in the Council Chambers in the City Hall on Monday, July 25, 1966 at 8:00 P.M., with all members present. <br />The meeting was called to order by Chairman Edwin T. Smith, who presided. Chairman Smith introduced Reverend <br />R. M. Arentz, who gave the invocation. <br />ORDINANCE <br />AN ORDINANCE TO AMEND SECTION 11 OF ORDINANCE NO. 4838 -66 <br />ENTITLED "AN ORDINANCE REPEALING CHAPTER 36 OF THE MUNICIPAL <br />CODE OF THE CITY OF SOUTH BEND, INDIANA, 1962, RELATING.TO <br />TAXICABS AND OTHER VEHICLES; AND ENACTING AN ORDINANCE REG- <br />ULATING TAXICABS AND OTHER VEHICLES; LICENSING TAXICABS AND <br />TAXICAB DRIVERS; PROVIDING FOR TAXICAB STANDS ON THE PUBLIC <br />STREETS; PROVIDING PENALTIES FOR THE VIOLATION THEREOF:' <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance were Mr. Bert Liss and Mr. <br />John Montgomery, representing Indiana Cab Company and South Bend Cab Company. Councilman Laven made a <br />motion that the Ordinance be amended in Section ll to read "Five Dollars ($5.00)" instead of "One Dollar <br />($1.00) ". Councilman Hunter seconded the motion. Motion carried, 8 ayes, 1 nay (Councilman Allen). Councilman <br />Hunter made a motion that the Ordinance go to the Council favorable, as amended. Councilman Laven seconded the motion <br />Motion "carried, 8 ayes, 1 nay (Councilman Allen). <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 40 OF <br />THE MUNICIPAL CODE OF SOUTH BEND, INDIANA (N.E. Corner of <br />Ironwood and Colfax) . , <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Joseph T. Helling, <br />attorney for the petitioners, Mr. and Mrs. Jerome C. Claeys. Mr. Claeys also spoke in favor of the Ordinance. <br />Speaking in remonstrance were: <br />Michael Menyhart - 234 N. Ironwood <br />Harold H. Loos - 3302 Colfax <br />Robert Pearson - 209 N. Ironwood <br />Frank Bussard - 203 Eunice <br />Mr. Menyhart presented a petition to the Council, bearing the names of two hundred property owners in the <br />surrounding area who were opposed to the rezoning. <br />Councilman Hunter made a motion that the Ordinance go to the Council as unfavorable. Councilman Wise seconded <br />the motion. Motion defeated, 4 ayes,(Councilmen Hunter, Szymkowiak, <Pdlmer�pd Wise), 5 nays, (Councilmen <br />Allen, Geib, Laven, Smith and Muszynski). Councilman Geib made a motion that the Ordinance go to the Council <br />as favorable. Councilman Laven seconded the motion.. Motion defeated, 3 ayes (Councilmen Liven, Allen and Geib) <br />5 nays (Councilmen Palmer, Hunter, Wise, Smith and Szymkowiak) Councilman Muszynski did not cast a vote. <br />Councilman Geib then made a motion that the Ordinance go to the Council as unfavorable. Councilman Hunter <br />seconded the motion. Motion carried, 6 ayes (6ouncilmen- -Hunt.eri,,.; Wise, Palmer, Geib, Sz.ymkowiak and Smith) 2 nays <br />(Councilmen Allen and Laven) Councilman Muszynski did not cast a vote. <br />ORDINANCE <br />AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND <br />EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1967 <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to b e heard thereon. Speaking in favor of the Ordinance were Reverend Joseph A. Schneiders, <br />534 E. Ewing, W. Jan Chong, Director of the Urban Redevelopment Department, and Dan Clark, President of the <br />South Bend Downtown Council. Miss Virginia Guthrie, Executive Director of the Civic Planning Association objected <br />to some of the salary increases. Councilman Hunter made a motion to recess. Councilman Wise seconded the motion. <br />Motion carried. Council recessed at 10 :40 P.M. Reconvened: 11 :35 P.M.
