FEBR <br />OKK <br />�1• YtY T'►T 1' ��� �!1!t!�l.# ` • ��%, f� T71 j��r� <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of <br />the Whole in the Council Chambers in the City Hall on Monday, February 14, 1966 at 8:00 P.M., with <br />all members present except Councilman Palmer, who was out of the city on business. The meeting was <br />called to order by Chairman: Edwin T. Smith, who presided. <br />C'haitnan'- Smith introduced Reverend John N. Suelzer, St Matthews Co- Cathedral, who gave the Invocation. <br />ORDINANCE <br />AN ORDINANCE AMENDING CHAPTER 40, SECTION 40 -8(a) <br />OF THE MUNICIPAL CODE OF SOUTH BEND, INDIANA. <br />This being the time heretofore set for Public Hearing on the above ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance was John K Wilson, Executive <br />Director of the Area Plan Commission. Councilman Wise made a motion that the Ordinance go to the Council <br />As favorable. Councilman Geib seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE <br />(1) MUNICIPAL BONDS OF 1961 -- $6,469.48; (2) <br />MUNICIPAL BONDS OF 1962 -- $151,667.68 AND (3) <br />MUNICIPAL BONDS OF 1965 -- $1,403,558.17. <br />This being the time heretofore set for Public Hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. James A. Bickel, <br />Controller. Councilman Hunter made a motion that the Ordinance go to the Council as favorable. Council- <br />man Muszynski seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE TO CREATE AN INDUSTRIAL DEVELOP- <br />MENT FUND AND TO APPROPRIATE $100,000.00 OUT <br />OF SAID FUND FOR THE CONSTRUCTION OF MUNICI- <br />PAL IMPROVEMENTS <br />This being the time heretofore set for Public Hearing on the above Ordinance, proponents and opponents <br />were given an opportunity to be heard thereon. Councilman Geib made a motion that the Ordinance go to <br />the Council as favorable. Councilman Hunter seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION <br />FROM THE MOTOR VEHICLE HIGHWAY FUND IN THE <br />AMOUNT OF $407,971.29 TO A SPECIAL STREET <br />CONSTRUCTION ACCOUNT. <br />This being the time heretofore set for Public Hearing on the above Ordinance, proponents and opponents <br />were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Lloyd S. Taylor, <br />City Engineer. Councilman Hunter made a motion that the Ordinance go to the Council as favorable. <br />Councilman Geib seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE TO CREATE A CUMULATIVE CAPITAL <br />IMPROVEMENT FUND. <br />This being the time heretofore set for Public Hearing on the above Ordinance, proponents and opponents <br />were given an opportunity to be heard thereon. Councilman Laven made a motion that the Ordinance go to <br />the Council as favorable. Councilman Wise seconded the motion. Motion carried. <br />There being no further business before the Committee of the Whole, Councilman Allen made a motion <br />to rise and report to the Council. Councilman Hunter seconded the motion.
