<br />FROM THE MOTOR VEHICLE HIGHWAY FUND IN THE
<br />AMOUNT OF $407,971.29 TO A SPECIAL STREET
<br />CONSTRUCTION ACCOUNT,
<br />The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion
<br />that the Ordinance be set for Public Hearing on February 14, 1966. Councilman Palmer seconded the motion.

<br />AN ORDINANCE TO CREATE A CUMULATIVE CAPITAL
<br />IMPROVEMENT FUND.
<br />The Ordinance was given first reading by title.and second reading in full. Councilman Palmer made a motion
<br />that the Ordinance be set for Public Hearing on February 14, 1966. Councilman Allen seconded the motion.

<br />RESOLUTION NO. 127 -66
<br />RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF
<br />SOUTH BEND APPROVING THE URBAN RENEWAL PLAN AND
<br />THE FEASIBILITY OF RELOCATION FOR THE LASALLE PARK
<br />URBAN RENEWAL AREA NO. 1, PROJECT NUMBER IND, R -57
<br />WHEREAS, under the provisions of Title I of the Housing Act of 1949, as amended, the Department of Housing
<br />and Urban Development Administrator is authorized to provide financial assistance to Local Public Agendies
<br />for undertaking and'carrying out urban renewal projects; and

<br />WHEREAS, it is provided in such Act that contracts for financial aid thereunder shall require that the
<br />Urban Renewal Plan for the respective project area be approved by the governing body of the locality in
<br />which the project is situated and that such approval include findings by the koverning body that: {1)
<br />the financial aid to be provided in the contract is necessary to enable the project to be undertaken
<br />in accordance with the Urban Renewal Plan; (2) the Urban Renewal Plan will afford maximum opportunity,
<br />consistent with the sound needs of the locality as a whole, for the rehabilitation or redevelopment of the
<br />urban renewal area by private enterprise; (3) the Urban Renewal Plan conforms to a general plan for the
<br />development of the locality as a whole; and (4) the Urban Renewal Plan gives due Consideration to the
<br />provision of adequate park and recreational areas and facilities, as may be desirable for neighborhood
<br />j improvement, with special consideration for the health, safety, and welfare of children residing in the gen-
<br />eral vicinity of the site covered by the Plan; and
<br />WHEREAS the City of South Bend, Department of Redevelopment (herein called
<br />the "Local Public Agency ") has entered into a planning contract for financial assistance under
<br />such Act with the United States of America, acting by and through the Department of Housing and
<br />Urban Development Administrator , pursuant.to which Federal funds were provided for the urban renewal project
<br />(herein called the "Project ") identified as "LaSalle Park Urban Renewal Area No. 1" and encompassing
<br />the area bounded by a line drawn as follows:
<br />Beginning at the point of intersection of the north right -of -way line of
<br />Linden Avenue and a line which is an extension of the west right of way
<br />line of the alley between and parallel to Sheridan Avenue and Chicago
<br />Street; proceed east along the north right -of -way line of Linden Avenue
<br />to a point 129.0 feet, more or less, east of the east right of way line to
<br />Falcon Street; thence south along a line which is 129.0 feet, more or less,
<br />east of and parallel to the east right of way line of Falcon Street, a
<br />distance of 388.3 feet, more or less; thence at 90 degrees in a westerly
<br />direction a distance of 129.0 feet, more or less, to the east right of way
<br />line of Falcon Street; thence south along said right of way line a distance
<br />of 485.7 feet, more or less; thence at 90 degrees in an easterly direction
<br />a distance of 129.0 feet, more or less, to the west right of way line of
<br />the alley between and parallel to Falcon Street and Lake Street; thence
<br />south along said alley right of way line a distance of 116.0 feet, more or
<br />less; thence at 90 degrees in an easterly direction a distance of 203.0
<br />feet, more or less, to the east right;of way line of Lake Street; thence
<br />south along said right of way line a distance of 50.0 feet, more or less;
<br />thence at 90 degrees in an easterly direction a distance of 793.0 feet,
<br />more or less, to the west right of way line of the alley between and para-
<br />llel to Kentucky Street and Dungy Street; thence south along said alley right
<br />of way line a distance of 250.0 feet, more or less; thence at 90 degrees in an
<br />easterly direction along a line north of and parallel to the north right of
<br />way line of Washington Street, to the west right of way line of the alley
<br />west of and parallel to Kaley Street; thence north,ralong said alley right
<br />of way line to the north right of way line of the New York Central Rail-
<br />road; thence southeasterly along said right of way line to the east right
<br />of way line.of the first alley east of and parallel to Meade Street; thence
<br />south along said alley right of way line to the centerline of the first
<br />alley north of and parallel to Western Avenue; thence west along said
<br />alley center line to Ahe west right of way line of the alley between and
<br />parallel to Sheridan Avenue and Chicago Street; thence north along said
<br />alley right of way lifle to the north right of way line of Linden Avenue
<br />which is the place of beginning,
<br />in the City of South Bend, State of Indiana, (herein called the "Locality "); and
<br />WHEREAS the Local Public Agency has applied for additional financial assistance under such
<br />Act and proposes to enter into an additional contract or contracts with the Department of
<br />Housing and Urban Development for the undertaking of, and for making available additional
<br />financial assistance for, the Project; and
