REGUTAR MEETING JANUARY 10, 1966 <br />ORDINANCE, THIRD READING <br />ORDINANCE NO. 4825 -66 <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING <br />ORDINANCE NO. 3702 AS HERETOFORE AMENDED AND <br />SUPPLEMENTED Location: South Side Western <br />Avenue between Lombardy and Gladstone <br />The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent. <br />ORDINANCES, FIRST AND SECOND READING <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING <br />ORDINANCE NO. 3702 OF THE CITY OF SOUTH BEND, INDIANA <br />(Location: 21 acre tract at Northwest Corner <br />of McKinley Highway and Hickory Road) <br />The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion <br />that the ordinance be given public hearing on January 24, 1966. Councilman Szymkowiak seconded the motion. <br />Motion carried. <br />ORDINANCES, FIRST AND SECOND READING <br />AN ORDINANCE AMENDING ORDINANCE NO 3702 ADOPTED <br />BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, <br />INDIANA, ON THE 14th DAY OF JUNE, 1949, COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH <br />BEND. (Location: East side of Twyckenham between <br />Corby and Campeau) <br />The Ordinance was given first reading by title and second reading in full. Councilman Palmer made a motion <br />that the ordinance be given public hearing on January 24, 1966. Councilman Allen seconded the motion. <br />Motion carried. <br />ORDINANCES- FIRST AND SECOND READING <br />AN ORDINANCE APPROPRIATING ALL PARKING METER FEES <br />AND FUNDS FOR THE YEAR 1966 TO THE BOARD OF PUBLIC <br />WORKS AND SAFETY OF THE CIVIL CITY OF SOUTH BEND, <br />INDIANA, FOR THE USES AND PURPOSES SET FORTH THERE- <br />IN, IN ACCORDANCE WITH CHAPTER 236 OF THE ACTS OF <br />THE GENERAL ASSEMBLY OF THE STATE OF INDIANA OF <br />1945, AS AMENDED BY CHAPTER 303 OF THE ACTS OF THE <br />GENERAL ASSEMBLY OF 19 =51. <br />The Ordinance was given first reading by title and second reading in full. The ordinance was given <br />public hearing at this time. Speaking in favor of the ordinance was Mr. James Bickel, Controller. <br />The ordinance was given third reading and passed by suspension of rules, 8 ayes, 0 nays, 1 absent. <br />RESOLUTION NO. 126 -66 <br />TO AMEND RESOLUTION NO. 106 -65 <br />RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, APPROVING THE UNDERTAKING OF SURVEYS <br />AND PLANS FOR AN URBAN RENEWAL PROJECT AND THE FILING <br />OF AN APPLICATION. <br />WHEREAS, under Title I of the Housing Act of 1949, as amended (Herein referred to as "Title I "). <br />the Housing and Home Finance Administrator is authorized to extend financial assistance to local public <br />agencies in the elimination and prevention of the spread of their slums and urban blight through the <br />planning and undertaking of urbao renewal projects; and <br />WHEREAS, it is desireable and in the public interest that the City of South Bend, Department of <br />Redevelopment make surveys and prepare plans, presently estimated to cost approximately Two Hundred Seventy Four <br />Thousand, Three Hundred and Fifty Eight Do7_lars ($274,358), in order to undertake and carry out an urban renewal <br />project of the character contemplated by Section 110(c) of Title I in the proposed Urban Renewal Area, situated in <br />the City of South Bend, County of St. Joseph and State of Indiana, which is described as follows: <br />Beginning at a point which is the intersection of the North line of LaSalle Street and <br />the west line of Main Street; thence easterly along the north line of LaSalle Street <br />to the west bank of the St. Joseph River; thence southeasterly along the west bank of <br />the St. Joseph River to the south line of Jefferson Boulevard: thence westerly along <br />the south line of Jefferson Boulevard to the east line of St. Joseph Street; thence <br />southerly along the east line of St. Joseph Street to the south line of Monroe Street <br />extended; thence westerly along the south line of Monroe Street to the west line of <br />Main Street extended: thence northerly along the west line of Main Street to the south line <br />of Western Avenue; thence westerly along the south line of Western Avenue to the west <br />alley line of the first alley west of Lafayette Boulevard; thence northerly along said <br />alley extended to the north line of Washington Street; thence easterly along the north <br />line of Washington Street to the west line of Main Street; and thence northerly along <br />the west line of Main Street to the point of beginning. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: <br />1. That the proposed Urban Renewal Area described above is a slum, blighted, deteriorated, or deteriorating <br />area appropriate for an urban renewal project and that the undertaking by the City of South Bend, Department <br />of Redevelopment surveys and plans for an urban renewal project of the character contemplated by Section <br />110(c) of Title I in the proposed Urban Renewal Area is hereby approved. <br />2. That the financial assistance available under Title I is needed to enable the City of South Bend, <br />Department of Redevelopment to finance the planning and undertaking of the proposed Project. <br />(Continued) <br />
