REGUTAR MEETING JANUARY 10, 1966 ORDINANCE, THIRD READING ORDINANCE NO. 4825 -66 AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 AS HERETOFORE AMENDED AND SUPPLEMENTED Location: South Side Western Avenue between Lombardy and Gladstone The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent. ORDINANCES, FIRST AND SECOND READING AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 OF THE CITY OF SOUTH BEND, INDIANA (Location: 21 acre tract at Northwest Corner of McKinley Highway and Hickory Road) The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion that the ordinance be given public hearing on January 24, 1966. Councilman Szymkowiak seconded the motion. Motion carried. ORDINANCES, FIRST AND SECOND READING AN ORDINANCE AMENDING ORDINANCE NO 3702 ADOPTED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, ON THE 14th DAY OF JUNE, 1949, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND. (Location: East side of Twyckenham between Corby and Campeau) The Ordinance was given first reading by title and second reading in full. Councilman Palmer made a motion that the ordinance be given public hearing on January 24, 1966. Councilman Allen seconded the motion. Motion carried. ORDINANCES- FIRST AND SECOND READING AN ORDINANCE APPROPRIATING ALL PARKING METER FEES AND FUNDS FOR THE YEAR 1966 TO THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE USES AND PURPOSES SET FORTH THERE- IN, IN ACCORDANCE WITH CHAPTER 236 OF THE ACTS OF THE GENERAL ASSEMBLY OF THE STATE OF INDIANA OF 1945, AS AMENDED BY CHAPTER 303 OF THE ACTS OF THE GENERAL ASSEMBLY OF 19 =51. The Ordinance was given first reading by title and second reading in full. The ordinance was given public hearing at this time. Speaking in favor of the ordinance was Mr. James Bickel, Controller. The ordinance was given third reading and passed by suspension of rules, 8 ayes, 0 nays, 1 absent. RESOLUTION NO. 126 -66 TO AMEND RESOLUTION NO. 106 -65 RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROVING THE UNDERTAKING OF SURVEYS AND PLANS FOR AN URBAN RENEWAL PROJECT AND THE FILING OF AN APPLICATION. WHEREAS, under Title I of the Housing Act of 1949, as amended (Herein referred to as "Title I "). the Housing and Home Finance Administrator is authorized to extend financial assistance to local public agencies in the elimination and prevention of the spread of their slums and urban blight through the planning and undertaking of urbao renewal projects; and WHEREAS, it is desireable and in the public interest that the City of South Bend, Department of Redevelopment make surveys and prepare plans, presently estimated to cost approximately Two Hundred Seventy Four Thousand, Three Hundred and Fifty Eight Do7_lars ($274,358), in order to undertake and carry out an urban renewal project of the character contemplated by Section 110(c) of Title I in the proposed Urban Renewal Area, situated in the City of South Bend, County of St. Joseph and State of Indiana, which is described as follows: Beginning at a point which is the intersection of the North line of LaSalle Street and the west line of Main Street; thence easterly along the north line of LaSalle Street to the west bank of the St. Joseph River; thence southeasterly along the west bank of the St. Joseph River to the south line of Jefferson Boulevard: thence westerly along the south line of Jefferson Boulevard to the east line of St. Joseph Street; thence southerly along the east line of St. Joseph Street to the south line of Monroe Street extended; thence westerly along the south line of Monroe Street to the west line of Main Street extended: thence northerly along the west line of Main Street to the south line of Western Avenue; thence westerly along the south line of Western Avenue to the west alley line of the first alley west of Lafayette Boulevard; thence northerly along said alley extended to the north line of Washington Street; thence easterly along the north line of Washington Street to the west line of Main Street; and thence northerly along the west line of Main Street to the point of beginning. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: 1. That the proposed Urban Renewal Area described above is a slum, blighted, deteriorated, or deteriorating area appropriate for an urban renewal project and that the undertaking by the City of South Bend, Department of Redevelopment surveys and plans for an urban renewal project of the character contemplated by Section 110(c) of Title I in the proposed Urban Renewal Area is hereby approved. 2. That the financial assistance available under Title I is needed to enable the City of South Bend, Department of Redevelopment to finance the planning and undertaking of the proposed Project.
