<br />AN ORDINANCE AMENDING AND SUPPLEMENTING ORDINANCE NO. 3702
<br />(Location: Bounded on the North by Darden Road, on the East by
<br />Riverside Drive, on the south by the northerly boundary of
<br />Riverside Manor Second Section and on the West by Glenview
<br />Drive).
<br />The ordinance was given first reading by title and second reading in full. Councilman Smith made
<br />a motion that the ordinance be set for public hearing on November 22. Councilman Wise seconded the
<br />motion. Motion carried., 7 ayes, 1 nay (Councilman Geib)

<br />AN ORDINANCE APPROVING A CONTRACT AND LEASE BETWEEN THE
<br />COUNTY OF ST. JOSEPH, INDIANA, AND THE CITY OF SOUTH BEND,
<br />INDIANA.
<br />The ordinance was given first reading by title and second reading in full. Councilman Smith made
<br />a motion for a suspension of rules. Councilman Geib seconded the motion Motion carried by a roll
<br />call vote of 8 ayes, 0 nays. A public hearing on the :ordinance was held at this time. Councilman
<br />Smith spoke in favor-of the ordinance. The ordinance was given third reading and passed by a roll
<br />call vote of 8 ayes, 0 nays.
<br />RESOLUTION NO. 120 -65
<br />RESOLUTION RECOMMENDING THE ESTABLISHMENT OF
<br />A MEDICAL CENTER IN SOUTH BEND, INDIANA, AND
<br />INDICATING THE SUPPORT AND ENCOURAGEMENT OF
<br />THE CITY ADMINISTRATION FOR SUCH PROGRAM.
<br />WHEREAS, as long ago as 1959, a consultant group under the Surgeon General
<br />of the United States urged Indiana to establish a second medical school and
<br />WHEREAS, there is evidence that Indiana already faces a severe shortage of
<br />doctors, dentists, nurses, medical research personnel and technicians and
<br />WHEREAS, this shortage will be most critical in Northern Indiana, the.
<br />center of the state's population growth and economic expansion and
<br />WHEREAS, Northern Indiana is not now adequately served by the existing
<br />state medical center in Indianapolis and
<br />WHEREAS, Northern Indiana has the two prerequisites for a medical
<br />center, namely a large population and a university with strong .graduate and
<br />research programs and .
<br />WHEREAS, the Committee on Higher Education in Northern Indiana is
<br />working diligently to bring about the establishment",6f a- secorid -state medical
<br />center at a central Northern Indiana location near the University of Notre
<br />Dame and
<br />WHEREAS, Notre Dame has expressed complete willingness to co- operate
<br />with a state medical center which would have enormous social and economic
<br />impact on all of Northern Indiana now
<br />THEREFORE, be it resolved by the South Bend Common Council that the
<br />City of South Bend and all of its citizens stand ready to assist in the Northern
<br />Indiana Medical Center Project and they urge the administrative, legislative
<br />and educational officials of the State of Indiana to take prompt action to
<br />make the Northern Indiana Medical Center a reality.
