COMMITTEE OF THE WHOLE MEETING JULY 29, 1965 <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION FROM THE <br />GENERAL FUND TO A NEW ACCOUNT F -261, OTHER CONTRACTUAL <br />SERVICES OF THE COMMON COUNCIL. IN THE AMOUNT OF $600.00. <br />REPORT OF ORDINANCE COMMITTEE <br />To the Common Council of the City of South Bend: July 29, 1965 <br />Your Committee on ORDINANCES to whom was referred "AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION FROM THE <br />GENERAL FUND TO A NEW ACCOUNT F -261, OTHER CONTRACTUAL SERVICES OF THE COMMON COUNCIL IN THE AMOUNT OF $600.00" <br />Respectfully report that they have examined the matter and that in their opinion this ordinance, as amended, go <br />to the Council as favorable, with the recommendation that the amount of $600.00 be changed to $500.00, because <br />of the lapse of time since the introduction of the ordinance. <br />/s/ Richard G. Geib <br />Richard G. Geib, Chairman <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an opportunity to be heard thereon. Speaking against the proposed ordinance was Miss Virginia Guthrie, Executive <br />Secretary of the South Bend Civic Planning Association. Councilman Hunter made a motion that the ordinance, as <br />amended, go to the Council as favorable. Councilman Geib seconded the motion. Motion lost by a standing vote <br />of 3 ayes (Councilmen Hunter, Wise and Geib), 4 nays (Councilmen Allen, Palmer, Szymkowiak and Smith). <br />Then Councilman Allen made a motion that the ordinance, as amended, go to the Council as unfavorable. Councilman <br />Szymkowiak seconded the motion. Motion carried by a standing vote of 4 ayes (Councilmen Allen, Palmer, <br />Szymkowiak and Smith), 3 nays (Councilmen Hunter, Wise and Geib), 2 absent (Councilmen Glass and Muszynski). <br />ORDINANCE <br />AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS <br />AND EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE <br />YEAR 1966. <br />Councilman Allen read Minority Report. This being the time heretofore set for public hearing on the above <br />Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in opposition to <br />the ordinance was Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association, who <br />stated that her organization is confused by the new titles given for position in the Salary Ordinance and that <br />it was difficult to determine what effect the salaries will have on the total city budget. <br />Councilman Hunter made a motion that the ordinance go to the Council as favorable. Councilman Geib seconded the <br />motion. Motion carried by a standing vote of 6 ayes (Councilman Hunter, Palmer, Wise, Geib, Szymkowiak and <br />Smith), 1 present, abstaining (Councilman Allen), 2 "absennt-( Councilmen Glass and Muszynski). There being no <br />record of the vote, the motion was lost. <br />5 MINUTE RECESS - 9:03 P.M. <br />Councilman Geib called for a five minute recess. <br />RECONVENED MEETING - 9:08 P.M. <br />Chairman Smith announced the record of vote to be ayes (Councilmen Hunter, Palmer, Wise, Geib, Szymkowiak and <br />Smith), 1 against by abstaining (Councilman Allen), 2 absent (Councilmen Glass and Muszynski). <br />There being no further business to come before the Committee of the Whole, the Chair will entertain a motion to <br />rise and report to the Council.
