2 0 <br />COMMITTEE OF THE WHOLE MEETING JUNE 14 1965 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole <br />In the Council Chambers in the City Hall on Monday, June 14, 1965, at 8 :06 P.M., with all members present except <br />Councilmen Geib and Glass. The meeting was called to order by Councilman Edwin Thomas Smith, Chairman, who <br />presided. <br />Chairman Smith introduced the Reverend Daniel C. Kechel of the First Christian Church who gave the invocation. <br />ORDINANCE <br />AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY <br />LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS. <br />(East of Miami Road near Jackson Road and abutting <br />present city limits on southern boundary) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking against the proposed ordinance were William C. Gammons, <br />59978 Miami Road, and Mrs. Louise Goss, 59884 Miami Road. Councilman Wise made a motion that the ordinance <br />be held up for further study. Councilman Muszynski seconded the motion. Motion carried. <br />5 MINUTE - RECESS - 8 :25 P.M. <br />Councilman Muszynski made a motion for a five minute recess. Councilman Hunter seconded the motion. Motion <br />carried. <br />RECONVENED MEETING - 8 :30 P.M. <br />ORDINANCE <br />AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY <br />LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS. <br />(East of Miami Road near Jackson Road and abutting <br />present city limits on southern boundary) <br />Councilman Wise withdrew his motion and Councilman Muszynski withdrew his second to the motion. Councilman <br />Hunter then made a motion that the ordinance go to the Council as favorable. Councilman Muszynski seconded <br />the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 <br />(Northwest corner of Miami of Altgeld Sts.) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Councilman Wise made a motion that the ordinance go to the Council <br />as favorable. Councilman Palmer seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 <br />(1605 North Sheridan Street) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Councilman Szymkowiak made a motion that the ordinance be referred <br />back to the City Planning Commission for further study. Councilman Wise seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION FROM THE GENERAL <br />FUND TO THE C -11, SERVICES -- PERSONAL ACCOUNT OF THE OFFICE OF <br />CITY CLERK IN THE AMOUNT OF $1,867.50. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking against the proposed Ordinance was Miss Virginia Guthrie, <br />Executive Secretary of the South Bend Civic Planning Association. Speaking in favor of the proposed Ordinance <br />was Captain Loren Bussert of the Traffic Division. Councilman Wise made a motion that the ordinance go to the <br />Council as favorable. Councilman Wise seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION FROM THE <br />GENERAL FUND TO A NEW ACCOUNT F 261 OTHER CONTRACTUAL <br />SERVICES OF THE COMMON COUNCIL IN THE AMOUNT OF $600.00. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Speaking against the proposed Ordinance was Miss Virginia Guthrie, <br />Executive Secretary of the South Bend Civic Planning Association. Councilman Muszynski made a motion that the <br />ordinance go to the Council as favorable. Councilman Wise seconded the motion. Motion carried. <br />ORDINANCE <br />ORDINANCE FOR ADDITIONAL APPROPRIATIONS TO THE SERVICES- <br />CONTRACTUAL AND PROPERTY ACCOUNTS OF THE ELECTRICAL DEPART- <br />MENT IN THE AMOUNT OF $1,115.00 AND THE TRANSFER OF THE SAME <br />FROM THE SERVICES - PERSONAL ACCOUNT OF THE ELECTRICAL DEPARTMENT. <br />This being the time heretofore set for public hearing on the-above Ordinance, proponents and opponents were <br />given an opportunity to be heard thereon. Councilman Muszynski made a motion that the ordinance go to the <br />Council as favorable. Councilman Palmer seconded the motion. Motion carried. <br />
