MEETING i1AY 24, 1965 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the <br />Council Chambers in the City Hall on Monday, May 24, 1965, at 10 :32 P.M., with all members present except <br />Councilman Glass. The Meeting was called to order President John L. Hunter, who presided. <br />ROLL CALL <br />PRESENT: Councilmen Hunter, Allen, Palmer, Wise, <br />Geib, Szymkowiak, Smith and Muszynski. <br />ABSENT: Councilman Glass. <br />REPORT OF COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your Committee on the inspection and supervision of the minutes, would respectfully report that they have <br />inspected the minutes of the previous meeting of the Council and found them correct. Geib <br />Councilman Smith made a motion that the report be accepted and placed on file. Councilman Muszynski seconded <br />the motion. Motion carried. <br />PETITION <br />Petition of William E. Gunn, Jr. and Virginia L. Gunn to rezone property at 305 Manchester Drive from zoning <br />classification of "A" Residential to "B" Residential. Councilman Geib made a motion that the petition be <br />referred to the City Planning Commission. Councilman Allen seconded the motion. Motion carried. <br />COMMUNICATION <br />R E S O L U T I O N <br />CITIZENS' COMMITTEE AGAINST FLUORIDATION <br />OF SOUTH BEND, INC. <br />May 5, 1965 <br />WHEREAS, Citizens' Committee Against Fluoridation of South Bend, Ind. and its individual members accept as true <br />and valid the following facts and principles: <br />1. The principle of fluoridation of community water supplies is radically different <br />from chlorination; the latter is justified as a proper exercise of the police power and <br />as a public health function, as chlorine is added to counteract bacteria; fluoride is <br />added, not to purify the water, but to affect the user. <br />2. Tooth decay is neither infectious nor contagious. The use of the city water <br />system for the application of fluoride means that the fluoride treatment becomes compulsory <br />for all persons who have to rely upon the city water supply. A resident would thus be <br />deprived of the right to decide of his own free will whether he desires to use fluoride <br />for his children's teeth or to use it himself. The right of a citizen to make this <br />determination is a personal liberty which falls within the constitutional protection of <br />due process under the Constitution of the United States and the Constitution of the State <br />of Indiana. <br />3. The cumulative, long term effects of fluoridated water on the human body, other <br />than the teeth, have not, to date, been made the subject of any thorough, scientifically <br />supervised, long range research or study by the medical profession or any scientific group. <br />Until such research or study is made, it cannot be stated with conclusive medical certainty <br />that fluoridated water is not harmful to human health. An editorial opinion was voiced by <br />the South Bend Tribune in its issue of May 2, 1965, implying that the lack of a fluoridated <br />public water supply in South Bend would be a factor against the selection of South Bend as <br />a site for a new medical center. On the contrary, the status of fluoride in the water would <br />and should have no effect, pro or con, upon such an important policy decision. Such a needed <br />research program of the effects of fluoridated water on all aspects of human health might <br />well serve as an initial and attractive research project for any medical school which might <br />be located in this area. <br />4. Fluoride should be administered in prescribed, controlled dosage with such precautions <br />as are customarily employed in the administering of any other potentially dangerous drugs. <br />5. Fluoride can be provided with greater economy to the individual by voluntary, controlled <br />methods rather than when handled through a government agency, such as the water supply. <br />BE IT THEREFORE RESOLVED, that the Citizens' Committee Against Fluoridation of South Bend, Inc, and its individual' <br />members go on record as condemning the principle of the fluoridation of our pulS is water supply and respectfully <br />suggest that the Council can take some convenient and adequate alternate action instead of fluoridating the <br />general water supply. <br />Councilman Allen made a motion that the communication be referred to the Public Improvement Committee of the <br />Council. Councilman Smith seconded the motion. Motion carried. <br />REPORT OF SEWAGE TREATMENT PLANT <br />Councilman Geib made a motion that the Financial and Operational Report for year ended December-31, 1964 of <br />Sewage Treatment Plant be accepted and placed on file. Councilman Muszynski seconded the motion. Motion carried. <br />
