92 <br />PUBLIC HEARING MEETING OF THE COMMITTEE OF THE WHOLE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA. <br />The Meeting of the Committee of the Whole of the Common Council was held August 17, 1964, at 8:00 P.M., in the <br />Morris Auditorium to give the citizens the opportunity to review the proposed budget and tax levy and to be <br />heard thereon. <br />The meeting was called to order at 8:00 P.M. by Councilman Edwin Thomas Smith, Chairman, who presided. All <br />members were present. <br />The meeting started with Chairman Smith leading the assembly in a recitation of the pledge of allegiance to the <br />flag. Chairman Smith introduced Mayor Lloyd M. Allen, who gave a short talk. <br />Chairman Smith announced that each department would be considered separately. Speaking on the proposed budget <br />were the following: Joel Bullard, 1132 N. St. Joseph St.; Wilbur Hinds, 2500 Topsfield; Miss Virginia Guthrie, <br />Executive Secretary of the South Bend Civic Planning Association; Police Department Captain Loren M. Bussert; <br />Glen Bauer, representing County Treasurer Clem Fiweg; Peter Bognar, 807 W. Washington Ave.; Floyd Hugis, 1965 <br />Brookmede--Drive and William J. Richardson, 3125-Riverside Drive. <br />Councilman Wise moved for a ten minute recess. Councilman Geib seconded the motion. Motion carried. Meeting <br />recessed at 9:50 P.M. and reconvened at 10:00 P.M. <br />Also heard were C. Edwin Perkins, 817 E. Woodside,and Bill Chambers, 1419 Viking Drive. <br />Chairman Smith thanked the audience for their interest to attend the meeting and extended "good night" to all. <br />ATTEST: <br />.lea'•.
