i <br />COMMITTEE OF THE WHOLE MEETING AUGUST 10, 1964 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole <br />in the Council Chambers in the City Hall on Monday, August 10, 1964, at 8 :05 P.M., with all members present. <br />The meeting was called to order by Councilman Edwin Thomas Smith, Chairman, who presided. <br />ORDINANCE <br />AN ORDINANCE APPROPRIATING $200.00 FOR THE USE OF THE <br />CITY PLAN,COMMISSION IN THE PAYMENT OF ADDITIONAL EXPENSES <br />INCURRED AS A CONSEQUENCE OF THE PUBLICATION OF LEGAL <br />NOTICES REQUIRED BY LAW. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an opportunity to be heard thereon. Councilman Hunter made a motion that this ordinance go to the Council as <br />favorable. Councilman Wise seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE PROHIBITING CARELESS OPERATION OF VEHICLES IN THE <br />CITY, DEFINING TERMS, AND REPEALING ALL ORDINANCES IN CONFLICT. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an opportunity to be heard thereon. Speaking in favor of the proposed Ordinance were Captain Loren M. Bussert, <br />Head of the Police Traffic Division, and Miss Virginia Guthrie, Executive Secretary of the South Bend Civic <br />Planning Association, Inc. Councilman Muszynski made a motion this ordinance go to the Council as favorable. <br />Councilman Szymk6wiak seconded the motion. Motion carried. <br />ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 37021 COMMONLY <br />KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH <br />BEND, INDIANA, AS AMENDED. (Section 18, sub -sec. 6) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an opportunity to be heard thereon. Speaking in favor of the proposed Ordinance was Miss Virginia Guthrie, <br />Executive Secretary of the South Bend Civic Planning Association, Inc. Councilman Geib made a motion this <br />ordinance go to the Council favorable, as amended. Councilman Hunter seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING ORDINANCE N0, 37029 AS AMENDED, <br />COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF <br />SOUTH BEND, INDIANA.( 75 Acres Southeast of Miami & Jac',- <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an opportunity to be heard thereon. Councilman Glass made a motion this ordinance go to the Council as favorable. <br />Councilman Muszynski seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE ADOPTING THE PROVISIONS OF THE AREA PLANNING <br />ACT, CHAPTER 1381 ACTS OF 19572 INDIANA GENERAL ASSEMBLY, <br />AS AMENDED. <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an opportunity to be heard thereon. The following spoke in favor of the proposed Ordinance: County Commissioner <br />Keith A. Klopfenstein; Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association, Inc., <br />and Karl Kriesel, Past President of the Northwest District of the Indiana Community Resources Association. <br />Councilman Glass made a motion that the ordinance be referred to the Ordinance Committee to report back to the <br />Council on September 28, 1964. Councilman Geib made an amendment to the motion that the ordinance be set for <br />public hearing on September 28, 1964. Councilman Szymkowiak seconded the motion. Motion carried. <br />There being no further business before the Committee of the Whole, Councilman Hunter made a motion to adjourn. <br />Councilman Wise seconded the motion. Motion carried and Committee of -the Whole Meeting adjourned at 9:15 P.M. <br />
