COMM=EE OF THE WHOLE MEETING MARCH 9, 1964 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole <br />in the Council Chambers in the City Hall on Monday, March 9, 1964, at 8: P.M., with all members present. The <br />meeting was called to order by Councilman Edwin T. Smith, Chairman, who presided. <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE <br />NO. 3702 AS HERETOFORE AMENDED AND SUPPLEMENTED <br />(Washington St. from Summit Drive to Lombardy Drive) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an opportunity to be heard thereon. Councilman Glass made a motion that the Ordinance go to the Council as <br />favorable. Councilman Smith seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE <br />NO. 3702 AS HERETOFORE AMENDED AND SUPPLEMENTED <br />(North side of'Western Ave. from Lombardy Drive to Mayflower Road) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an opportunity to be heard thereon. Councilman Geib made a motion that the Ordinance go to the Council as <br />favorable. Councilman Palmer seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE <br />NO. 3702 AS'HERETOFORE AMENDED AND SUPPLEMENTED <br />(South of Lathrop, West of Johnson and East of Huey St.) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an opportunity to be heard thereon. Councilman Geib made a motion that the Ordinance go to the Council as <br />favorable. Councilman Szymkowiak seconded the motion. Motion carried, <br />ORDINANCE <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 <br />(Kendall, Kemble, Indiana and Calvert) <br />This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given <br />an opportunity to be heard thereon. Councilman Hunter made a motion that the Ordinance go to the Council as <br />favorable Councilman Wise seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE TO AMEND SECTION 17 -A OF ZONING ORDINANCE NO. 3702 <br />OF THE CITY OF SOUTH BEND, INDIANA <br />s <br />Proponents and opponents were given an opportunity to be heard thereon. <br />Speaking in favor of the proposed Ordinance were the following: <br />Mr. Robert Hunt, 1105 Hudson Ave., who presented a petition bearing 2300 signatures, °and Mr. Albert Crowell, 2601 <br />Portage Ave., who represented the Northwest Civic Association. <br />Speaking in opposition to the proposed Ordinance were the following: <br />Professor Herbert E. Sim, 2605 Edison Road, Mr. VaIjean Dickinson, President of the South Bend Chapter of the <br />National Association for the Advancement of Colored People, Mr. Jesse L. Dickinson, Executive Director of the <br />Local Housing Authority, and Rabbi Albert M. Shulman, Chairman of the Housing Authority, <br />Councilman Muszynski made a motion that the Ordinance go to the Council as unfavorable. Councilman Szymkowiak <br />seconded the motion. Motion lost by a roll call vote of 2 ayes (Councilmen Szymkowiak. and Muszynski), 7 nays <br />(Councilmen Hunter; Allen, Palmer, Wise, Geib, Glass and Smith). Councilman Hunter made a motion that the <br />Ordinance go to the Council as favorable. Councilman Geib seconded the motion. Motion carried by a roll call <br />vote of 7 ayes (Councilmen Hunter, Allen, Palmer, Wise, Geib, Glass and Smith), 2 nays (Councilmen Szymkowiak and <br />Muszynski). <br />There being no further business before the Committee of the Whole, Councilman Geib made a motion to adjourn.' <br />Councilman Hunter seconded the motion.
