COMM=EE OF THE WHOLE MEETING MARCH 9, 1964 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers in the City Hall on Monday, March 9, 1964, at 8: P.M., with all members present. The meeting was called to order by Councilman Edwin T. Smith, Chairman, who presided. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 AS HERETOFORE AMENDED AND SUPPLEMENTED (Washington St. from Summit Drive to Lombardy Drive) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Glass made a motion that the Ordinance go to the Council as favorable. Councilman Smith seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 AS HERETOFORE AMENDED AND SUPPLEMENTED (North side of'Western Ave. from Lombardy Drive to Mayflower Road) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Geib made a motion that the Ordinance go to the Council as favorable. Councilman Palmer seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 AS'HERETOFORE AMENDED AND SUPPLEMENTED (South of Lathrop, West of Johnson and East of Huey St.) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Geib made a motion that the Ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion. Motion carried, ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 (Kendall, Kemble, Indiana and Calvert) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Hunter made a motion that the Ordinance go to the Council as favorable Councilman Wise seconded the motion. Motion carried. ORDINANCE AN ORDINANCE TO AMEND SECTION 17 -A OF ZONING ORDINANCE NO. 3702 OF THE CITY OF SOUTH BEND, INDIANA s Proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the proposed Ordinance were the following: Mr. Robert Hunt, 1105 Hudson Ave., who presented a petition bearing 2300 signatures, °and Mr. Albert Crowell, 2601 Portage Ave., who represented the Northwest Civic Association. Speaking in opposition to the proposed Ordinance were the following: Professor Herbert E. Sim, 2605 Edison Road, Mr. VaIjean Dickinson, President of the South Bend Chapter of the National Association for the Advancement of Colored People, Mr. Jesse L. Dickinson, Executive Director of the Local Housing Authority, and Rabbi Albert M. Shulman, Chairman of the Housing Authority, Councilman Muszynski made a motion that the Ordinance go to the Council as unfavorable. Councilman Szymkowiak seconded the motion. Motion lost by a roll call vote of 2 ayes (Councilmen Szymkowiak. and Muszynski), 7 nays (Councilmen Hunter; Allen, Palmer, Wise, Geib, Glass and Smith). Councilman Hunter made a motion that the Ordinance go to the Council as favorable. Councilman Geib seconded the motion. Motion carried by a roll call vote of 7 ayes (Councilmen Hunter, Allen, Palmer, Wise, Geib, Glass and Smith), 2 nays (Councilmen Szymkowiak and Muszynski). There being no further business before the Committee of the Whole, Councilman Geib made a motion to adjourn.' Councilman Hunter seconded the motion.
