Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in <br />the Council Chambers on Monday, December 2, 1963.The meeting convened at 8:05 P.M. All members present except Coun- <br />cilman Lehman. <br />COMMITTEE OF THE WHOLE MEETING DECEMBER 2, 19.63 <br />Councilman Kroll called the meeting to-order. Krueper, Jr., as Acting Chairman of the Committee of the Whole, to <br />conduct the business of the meeting in the absence of Councilman Lehman, Chairman of the Committee of the Whole. <br />ORDINANCE <br />AN ORDINANCE PROHIBITING DISCRIMINATION IN REAL PROPERTY BECAUSE OF <br />RACE, COLOR, NATIONAL ORIGIN, RELIGION, OR ANCESTRY BY CERTAIN OWNERS, <br />SELLERS, RENTERS, LESSORS, GRANTORS, LESSEES, GRANTEES, ASSIGNEES, <br />MANAGING AGENTS, REAL ESTATE BROKERS, REAL ESTATE SALESMEN, LENDERS, <br />AND OTHERS, PROVIDING FOR THE RENAMING OF THE SOUTH BEND FAIR EMPLOY- <br />MENT PRACTICE COMMISSION, PRESCRIBING ADDITIONAL DUTIES AND POWERS, <br />AND PROVIDING PENALTIES <br />The Public Hearing on the above Ordinance was continued from November 25, 1963. <br />Proponents and opponents were given an opportunity to be heard thereon. <br />Speaking in favor of the proposed Ordinance were the following: <br />Thomas H. Kent Rowe, 18180 Amberly Lane, who offered his free services in support of the Ordinance; Mrs. Marshal <br />Smelser, 813 East Angela Boulevard; Mrs. Charles H. Wills, 1311 Corby; Rev. Birt Harris, pastor of the Good Shepherd <br />Lutheran Church; David Halpern, 805 West Colfax Avenue; attorney; Grover C. McLaughlin, 1610 Medora; Mrs. Ira D. Car- <br />penter, 605 N. Notre Dame Avenue; E. A. Gorner, 1136 N. Notre Dame Avenue; Rev. Charles Gordon, Pastor of the First <br />A.M.E. Church. <br />Speaking in opposition to the proposed Ordinance were Joseph A. Roper, Attorney speaking on behalf of the South Bend - <br />Mishawaka Board of Realtors; Otto Gibson, 15635 Heatherstone Drive, Mishawaka; Richard M. Hodson, President of the <br />South Bend Board of Realtors; Roscoe Beeman, 1015 East Mddison; Lloyd Henderson, 216 Pennsylvania; Owen Nesbitt, 833 S <br />34th Street and Thomas Broden, Professor at Notre Dame University. Miss Virginia Guthrie also was heard. <br />Councilman Kroll made a motion for a recess. Councilman Coleman seconded the motion. Motion carried and the Commi <br />of the Whole recessed at 10:45 P.M. <br />The Committee of the Whole reconvened at 11 :15 P.M. <br />Councilman Kroll stated that during the recess the Council had discussed the Ordinance and feel it needed more study. <br />He further stated that the Council proposed to hold an executive session before the next regular meeting of the Counci <br />Councilman Allen made a motion to continue the Ordinance in the Committee of the Whole and that the Council would Lave <br />an executive session before the next regular meeting at which time action can be taken. Councilman Ladewski seconded <br />the motion. Motion carried. <br />There being no <br />further business to come before the Committee of the Whole, Councilman Kroll made <br />a motion to adjourn. <br />I� <br />Councilman lass seconded <br />the motion.
