REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />Your Committee of the Whole, to whom was referred AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE <br />NO. 3702 (Land bounded by Summit Drive, Mayflower, Scenic Drive and Mayfair Place), Respectfully report that <br />they have examined the matter and that in their opinion IT SHOULD BE REPORTED FAVORABLE. <br />/s/ T. W. Lehman, Chairman <br />July 22, 1963 <br />Councilman Muszynski made a motion that the report be accepted and placed on file. Councilman Lehman seconded the <br />motion. Motion carried. <br />ORDINANCE NO. 4587 - - -63 <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE <br />NO. 3702 (Lot 154 in Horne and Dunn's 1st Sub) <br />The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Tellson)� <br />The next three items on the Agenda concern Ordinances to rezone Lots 1, 2, 3, 19, 20 and 21 of Lincoln Plaza. <br />Councilman Allen made a motion that further action on these Ordinances be deferred until the next Regular Meeting <br />of the Council. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of 5 ayes (Councilmen <br />Kroll, Allen, Ladewski, Glass and Muszynski), 3 nays, (Councilmen Coleman, Krueper and Lehman). <br />ORDINANCE NO. 4588 - - -63 <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE <br />NO. 3702 (Land bounded by Sheridan, Gladstone, Ford and Sample) <br />The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Tellson), <br />ORDINANCE NO. 4589 - - -63 <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE <br />NO. 3702 (Land bounded by Edison, Lombardy Drive, Sample and Meadow Lane) <br />The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Tellson), <br />ORDINANCE NO. 4590 - - -63 <br />AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE <br />NO. 3702 (Land bounded by Summitt Drive, Mayflower, Scenic Drive and Mayfair Place) <br />The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Tellson). <br />Attorney Richard D. Doyle filed a petition to reconsider the present Ordinance dealing with the Establishment and <br />licensing of Taxicab Stands in the City, to -wit: Chapter 26, Sections 10 through 14 of the Municipal Code of the <br />City of South Bend, Indiana. (Proposed Ordinance attached). <br />Councilman Coleman made a motion that the Petition be referred to the Committee of the Whole for study and recommenda- <br />tion. Councilman Krueper seconded the motion. Motion carried. <br />RESOLUTION NUMBER 40 - - -63 <br />WHEREAS, MELVIN J. VOELKEL, formerly a member of the South Bend Police Force, and attached to the City <br />Court for the past several years, has departed this life; and <br />WHEREAS, he has served his community and his fellow -man in many ways to their benefit; that in addition to <br />his activity in his official capacity, his work in philanthropy, lodges and clubs is known to all the citizens of our <br />community and its environs. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, that the meidbers <br />thereof go on record expressing their sadness at the loss of "Jack" Voelkel and that a copy of this Resolution, <br />duly authenticated by the City Clerk be spread upon the records of this Council, and a -copy of same be sent to his <br />widow, Beatrice Voelkel. <br />DATED this 22nd day of July, 1963. <br />/s/ Joseph T. Councilman Muszynski seconded the motion. Motion <br />carried. Resolution adopted. <br />NEW BUSINESS <br />Councilman Allen requested the -Clerk to send a directive to the Board of Public Works and Safety and to the Chief <br />of Police relative to Violations of the Anti -Noise Ordinance by Ice -Cream vendors. It was so ordered. <br />Councilman Ladewski made a motion that the Council hold a Special Meeting on July 29, 1963, at 8:00 P.M., for the <br />purpose of conducting a public hearing on the proposed Ordinance fixing Maximum Salaries for appointed officers and <br />employees of the City of South Bend, acid for'.final action thereon; and to have first and second reading on the <br />Proposed Budget and Tax Levy for 1964. Councilman Krueper seconded the motion. Motion carried. <br />Councilman Lehman made a motion that the Council dispense with the Regular Meeting of the Council on August 12, 1963. <br />Councilman Allen seconded the motion.
