<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the Council
<br />Chambers in the City Hall on Thursday, August 30, 1962, at 12:35 P.M., with all members present except Councilman
<br />Coleman. The meeting was called to order by President Joseph T. Kroll, who presided.
<br />The Clerk read the Call for Special Meeting, which reads as follows:

<br />To the President and Members of the Common Council of the City of South Bend, Indiana:
<br />Gentlemen:
<br />You are hereby notified that under and by virtue of the authority vested in me by law as Mayor of the City of South
<br />Bend, in the State of :Indiana, a Special Meeting of the Common Council of said City is hereby called to meet in the
<br />Council Chambers, in the City Hall at the Hour of 12:30 P.M., on Thursday, August 30, 1962, for the purpose of acting
<br />upon the following:
<br />AN ORDINANCE TO OBTAIN A TEMPORARY LOAN IN ANTICIPATION OF CURRENT REVENUES
<br />OF THE CITY OF SOUTH BEND WHICH HAVE BEEN LEVIED AND ARE IN THE COURSE OF
<br />COLLECTION FOR THE FISCAL YEAR 1962
<br />The Chief of Police or any member of the Police Force is hereby directed to, forthwith serve a copy of this notice on
<br />each and every member of the Common Council and make due return of such service of said Special Meeting.

<br />Councilman Lehman made a motion that the Call for Special Meeting be accepted and placed on file. Councilman Allen
<br />seconded the motion. Motion carried.

<br />ABSENT: Councilman Coleman.
<br />COMMUNICATION
<br />TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND:
<br />There are insufficient funds in the General Fund of the City to meet operating needs which were included in the regu-
<br />lar budget and appropriation adlpted for the year 1962 which are required to be met prior to the receipt of taxes in
<br />the year 1962. It will be necessary to authorize and make a temporary loan for the General Fund in the amount of
<br />$750,000.00, and I recommend that a temporary loan be authorized for the General Fund in the amount of $750,000.00,
<br />and that the warrants evidencing said loan be made payable November 13, 1962.
<br />The net assessed valuation of taxable property in the City, as shown by the assessment made for City and County taxes
<br />in the year 1962 was $2.803 on each $100.00 taxable valuation, and I estimate that the total amount to be received €r
