Be it remembered that the Common Council of the City of South Bead, Indiana, met in the Committee of the Whole in the <br />Council Chambers on Monday, August 27, 1962, at 8:04 P.M., with all members present. The meeting was called to order <br />by Councilman T. W. Lehman, Chairman, who introduced Mayor Frank J. Bruggner, who addressed the Councilmen as follows <br />"First, I would like to announce that I have requested every City Department Head to review <br />carefully his budget and make all possible cuts within the bounds of continued efficient service <br />to the Public. <br />"On Monday, August 27, I will recommend to the Common Council certain cuts in various Budget <br />Items which I feel can be made without jeopardizing essential services to our citizens. <br />"As you know, the proposed Civil City Tax Rate, as it now stands, is about 25 cents per hundred <br />dollar valuation more than the 1962 rate. I would point out that about 15 cents of this increase <br />represents absolutely necessary expenditure. For example, six cents is for minimum civil city <br />salary raises "voted by the Council. Another five cents is for the authorized city improvements <br />bond issue, and about four cents covers the expenses for the City Elections and Registration <br />office next year. <br />"As you know, this administration has placed heavy stress on 'HOLDING THE LINE' on expenses. <br />In fact, as you may remember, we were able to actually decrease the Civil City Tax Rate for <br />this year from the 1961 rate. <br />"It should be clearly understood that the Tax Rate is composed of five separate budgeting units. <br />of which the Civil City is only one. In'the proposed 1963 Tax Rate of $8.96, the largest segment <br />is represented by the School City and Library. It is well to note that, in the 1963 proposed <br />Budget, the Civil City's percentage of the tax rate actually is less than the 1962 rate. <br />"In 1962, the Civil City percentage of the total rate was 34.47.. In the proposed 1963 budget, <br />the Civil City percentage is 34.1% and I am hopeful that this will be reduced even more by the <br />cuts I will recommend to the Council tonight ". <br />Mayor Bruggner asked the City Clerk to read his prepared letter addressed to the Council, whish is as follows: <br />August 27, 1962 <br />Members of the Common Council of the <br />City of South Bend, Indiana <br />Gentlemen: <br />I am setting out herein suggestions and recommendations for reductions to be made in the <br />proposed budget to be considered this evening at the Public Hearing. <br />I want to commend each of you for your tedious efforts and your cooperation with me in the <br />consideration of ways and means to reduce the proposed budget. As a result of our working <br />together, I herewith recommend to you a total reduction in the aggregate sum of $207,000.00, <br />which is represented as follows: <br />1. <br />Office of Controller <br />$ 3,600.00 <br />2. <br />City Attorney <br />120.00 <br />3. <br />Office of the Board <br />2,000.00 <br />4. <br />Morris Civic Auditorium <br />20,325.00 <br />5. <br />Engineering Department <br />1,200.00 <br />6. <br />Building Department <br />500.00 <br />7. <br />Electrical & Heating Inspection <br />Dept. 250.00 <br />8. <br />City Cemeteries Department <br />1,300.00 <br />9. <br />Police Department <br />31,632.00 <br />10. <br />Fire Department <br />13,316.00 <br />11. <br />Electrical Department (Alarm Sta.) 1,005.00 <br />12. <br />Civil Defense <br />500.00 <br />13. <br />Traffic Department <br />4,000.00 <br />14, <br />Park Department <br />121,031.91 <br />15. <br />City Plan Commission <br />925.00 <br />16. <br />Urban Redevelopment Commission <br />5,120.00 <br />Gentlemen, I have not set out the specific items of decrease but in our discussions together, you are <br />aware of the items that should be decreased, and I am certain that you will carry out the changes by <br />ammendment in the Committee of the Whole. <br />Again, on behalf of the Administration and the residents of the City of South Bend, I commend you <br />for your cooperation in this most serious matter. <br />Respectfully submitted, <br />/s/ Frank J. Bruggner, Mayor <br />The Clerk then read the title of the first item to be considered which is the Ordinance appropriating monies for <br />the 1963 Budget for the Civil City of South Bend, Indiana, which reads as follows: <br />AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL <br />BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL <br />YEAR BEGINNING JANUARY 1, 1963, AND ENDING DECEMBER 31, 1963, INCLUDING DEPARTMENTS, <br />FUNDS, AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM <br />FUNDS OTHER THAN THE GENERAL FUNDS, OF SAID CITY, TO -WIT: STREET, TRAFFIC AND PARK <br />DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN AND <br />URBAN REDEVELOPMENT AND FAIR EMPLOYMENT PRACTICE COMMISSIONS. BUILDING DEMOLITION, <br />REPAIR, AND CONTINGENT FUND, PARK DISTRICT FUND, GENERAL SINKING FUND, HOSPITAL <br />FUND, ART ASSOCIATION FUND AND THE URBAN REDEVELOPMENT BOND FUND: PROVIDING THAT SUCH <br />APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES <br />OF ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN <br />CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT. <br />Proponents and opponents were given an opportunity to be heard thereon: <br />Speaking in opposition to various amounts in budgetary items were: Miss Virginia Guthrie, Executive Secretary of <br />
