<br />AN ORDINANCE AMENDING ORDINANCE NO. 3702,, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE
<br />CITY OF SOUTH BEND, INDIANA, AS AMENDED (Fairs, displays, shows and exhibits).
<br />The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion that the
<br />Ordinance be set for public hearing on February 26, 1962. Councilman Ladewski seconded the motion. Motion carried.
<br />ORDINANCE.NO. 4433 - - -62
<br />AN ORDINANCE APPROVING A LEASE BETWEEN THE MUNICIPAL CITY OF SOUTH BEND, INDIANA, AND
<br />ALBERT MEILSTRUP, d /b /a MEILSTRUP CARTAGE COMPANY
<br />The Ordinance was given first reading by title and second reading in full. Councilman Ladewski made a motion for
<br />suspension of rules. Councilman Allen seconded the motion. Motion carried by a roll call vote of 9 ayes, 0 nays.
<br />The Ordinance was then given 'third reading and passed by a roll call vote of 9 ayes, 0 nays.
<br />RESOLUTION
<br />A RESOLUTION APPROVING AN ADDITIONAL TRACT OF LAND AS A.'PART OF PROPOSED LOW RENT
<br />HOUSING PROJECT INC. 15 -3, WHICH TRACT CONSISTS OF APPROXIMATELY TWO AND ONE -HALF
<br />(2 -1/2) ACRES OF LAND LYING SOUTH OF HOWARD STREET AND EAST OF JACOBS STREET IN THE
<br />CITY OF SOUTH BEND, INDIANA
<br />President Kroll announced that persons interested would be heard and asked that individuals limit themselves to
<br />three minutes and anyone representing a group would be allowed five minutes.
<br />Councilman Krueper spoke and was followed by Rabbi Albert Shulman. Then speaking in opposition to the proposed
<br />Resolution were Charles Wills, 1311 Corby; Tom Singer, 217 Wakewa represenging the Urban Leage and Hering House, Inc,
<br />Costella Taylor, 1429 East Corby; Lillian Stanton, 919 Oak Ridge Drive; Mrs. Ruth Bell, 1357 East Campeau; Mark Labe,
<br />924 N. Twyckenham; Paul Wienegar, .910 N. Twyckenham; Josephine Curtis, 1053 North Elmer; Michael Curran, 814 Northwo&
<br />Charles Howell, 1118 Duey; Charles Dempsey, 1234 E. Howard. Jesse Dickinson of the Housing Authority was heard and
<br />Rabbi Shulman again spoke.
<br />Councilman Lehman made a motion for a fifteen minute recess. Councilman Allen seconded the motion. Motion carried
<br />and the meeting was recessed at 10:12 P.M.
<br />The meeting reconvened at 10:47 P.M.
<br />Councilman Lehman made a motion that the Resolution be placed in the Committee of the Whole and asked that informa-
<br />tion be obtained from Jesse Dickinson of the Housing Authority and Henry Sucher, Urban Redevelopment Director, on
<br />the need for further Public Housing. Councilman Allen seconded the motion. Motion carried.
<br />RESOLUTION NO. 3---62
<br />WHEREAS, the need for further public housing in the City has been questioned, and
<br />WHE REAS, sufficient information regarding the effect of the Urban Renewal Program of the Chapin Street
<br />area on the need for public housing for displaced persons of this area, and the Sample Street Renewal area, is
<br />needed, now, therefore,
<br />BE IT RESOLVED, that the Executive Director of the Urban Renewal Commission and the Executive Director of
<br />the South Bend Housing Authority be directed to give to the Common Council and each member thereof, the last informa-
<br />tion on the following subjects:
<br />(1) The number of persons relocated and to be relocated by the Urban Renewal Commission in the' Sample
<br />Street area.
<br />(2) The number of persons to be displaced by the Chapin Street Urban Renewal Project and the number of
<br />these persons who will be eligible and /or in need of public housing.
<br />(3) The number of persons who have registered for public housing with the South Bend Housing Authority
<br />and who have-not been accomodated.

<br />Councilman Muszynski made a motion for adoption of the Resolution. Councilman Lehman seconded the motion. Motion
<br />carried by a roll call vote of 9 ayes, 0 nays. Resolution adopted.
<br />RESOLUTION
<br />Councilman Krueper presented a Resolution relative to the presentation of future Resolutions to the Common Council.
<br />Councilman Lehman made a motion for adoption of the Resolution if it is in legal form. Councilman Krueper seconded
<br />the motion. After some discussion, Councilman Lehman withdrew his motion for adoption of the Resolution providing
<br />the City Attorney will present an instrument at the next Regular Meeting of the Council pertaining to regulations
<br />on Resolutions. Councilman Krueper withdrew his second to the motion.
<br />NEW BUSINESS
<br />Due to the fact that the next Regular Meeting of the Common Council falls on February 12th, Lincoln's Birthday,
<br />which is a Legal Holiday in Indiana, Councilman Lehman made a motion that the next Regular Meeting of the Council
<br />be held on February 26, 1962. Councilman Allen seconded the motion. Motion carried.
<br />There being no further business to come before the Council, Councilman Lehman made a motion to adjourn. Councilman
<br />Muszynski seconded the motion. Motion carried and the Regular Meeting of the Common Council adjourned at 10:53 P.M.
